We are currently seeking experienced candidates for the position of Assistant Vice Chancellor, Budget Planning and Advocacy. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary
The anticipated salary hiring range is up to $285,000 per year, commensurate with qualifications and experience.

Position Information
The California State University, Office of the Chancellor, is seeking an Assistant Vice Chancellor, Budget Planning and Advocacy to supervise development of the Trustees annual support budget request and advocates to the legislature, administration and other state agencies the fiscal needs of the California State University. Assists in the design, development and implementation of the budgeting system of the State University and performs analysis of highly technical and complex budget policies and procedures.
This position is located in Sacramento, CA.
This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Sacramento, California.
Responsibilities
Under the general direction of the Interim Executive Vice Chancellor/Chief Financial Officer, the Assistant Vice Chancellor, Budget Planning and Advocacy will:
- Serve as chief representative regarding budgetary issues as the representative of the Chancellor and EVC/CFO.
- Recommends, defends and promotes CSU support budget needs with the Governor's Office and Department of Finance officials, seeking inclusion in the Governor's budget.
- In cooperation with the Office of Advocacy and State Relations, develop, recommend and implement strategies for the generation of financial resources at the State University, which will include testimony at legislative hearings, preparation of reports and other documents to promote the CSU operating budget, and coordination of university staff efforts to promote CSU financial needs.
- Coordinate and develop effective relations with key constituencies and staff important to the generation and allocation of resources.
- Advise university presidents, financial vice presidents and other university staff on issues related to the support budget, interpretation of policy and other financial matters related to university operations.
- Review and analyze budget policies and procedures recommended or authorized for implementation.
- Review, analyze, recommend and coordinate, as required, internal processes required for the successful completion of all department assignments and tasks.
- Assign and evaluate work assignments of the Budget Planning and Advocacy Office staff.
Qualifications
This position requires:
- Bachelor's degree and ten (10) years experience in budget management, governmental advocacy or other related field is required for this position.
- Thorough and extensive knowledge of current legislation, laws, regulations and policies related to the administration of the budget to enable incumbent to provide accurate and meaningful advice, guidance and assistance to the Executive Vice Chancellor and CSU staff and external constituencies.
- Strong oral and written communication skills to enable incumbent to interpret and communicate budget policies and procedures and direct the day-to-day functions of department professional staff.
- Strong problem-solving and conflict resolutions skills to fulfill the leadership responsibilities as coordinator of the development and implementation of the budgetary strategies and procedures, and to serve effectively as a supervisor.
- Strong collaboration skills within the Chancellor's office and across the entire CSU system to support sound fiscal management of the CSU.
Preferred Qualifications
- Master's degree or equivalent post baccalaureate instruction is preferred.
- Experience with California legislative/budgetary processes is preferred.
