Overview

Reporting to the Senior Director of Capital Program Development and delivery for the School of Medicine, Public Health and West Campus, the Associate Director is responsible to manage and lead a diverse team of registered professional architects, engineers, and project managers in the delivery of an integrated program of high-quality capital projects on time and on budget, with a high regard for job site safety and quality in construction. With a program-level perspective, ensure the assigned team effectively manages and carries out the School of Medicine, Public Health, and West Campus’s priorities by engaging all project stakeholders to ensure client satisfaction through successful building turnover to operations, consistent with the University's goals and priorities.

Specifically: Lead teams responsible for the formulation, programming, budgeting, design, construction, commissioning, and successful transition to full operation of assigned projects in a manner consistent with the policies and procedures established by the University and its approved Capital Program Management Guide (CPMG). This includes the work effort of consultants, including but not limited to: architect/engineer teams, construction managers, and specialty vendors. Achieve program goals related to project scopes, commitments, schedules, milestones, and deadlines, with specific focus on program goals for quality, cost, schedule, and safety. Develop and maintain a thorough understanding of the academic and research priorities within the Central campus area and infuse the project development and delivery process with this knowledge. Demonstrate skill in database reporting and analysis for use in decision-making by all stakeholders, utilizing the University’s designated database platform. Participate on teams responsible for developing, documenting, and maintaining financial projections for the campus's Long-Term Capital Plan (LTCP). When required, represent assigned project and program-related issues in interactions with internal departments, the University, the city of New Haven Planning and Zoning functions, and Connecticut state functions. The capability to prepare briefings and updates for executive-level communications is essential. The ability to present alternatives and facilitate discussions among high-level stakeholders to develop and establish project goals is essential. Knowledge of industry practices regarding project budgeting is essential.

Required Skills and Abilities

  1. Proven ability in planning, design, and construction project management with the ability to include large-scale, complex projects. Expert knowledge of capital and strategic planning and life cycle cost analysis
  2. Detail-oriented with an ability to establish and maintain priorities with minimal supervision. Demonstrated understanding of critical system design coordination and specialized construction trade coordination required
  3. Ability to build and lead a strong leadership team capable of implementing department goals and standards effectively, with demonstrable experience in team building and personnel accountability
  4. Contract administration implementation and change management processing, achieving financial compliance objectives for a large portfolio of active contracts.
  5. Efficient document administration and use of technology for file management and proficiency in document review. Advanced skills in Excel, Word, and PowerPoint. Experience with document and cost controls platforms - (specifically experience with Trimble Unity, formerly eBuilder software).

Preferred Skills and Abilities

10 years or more of experience with large-scale, complex biomedical and/or clinical/pharmaceutical research laboratory construction projects. Knowledge of MEP/HVAC process system commissioning. Previous supervisory oversight of a team. Experience with Unity -formerly eBuilder software or similar.

Principal Responsibilities

  1. Manage and direct a wide variety of small, medium and large-scale, often complex building projects for new construction, major renovations and restorations.
  2. Oversee the work of assigned Project Managers. Guide Project Managers to ensure conformance with established scope, schedule and budgets for assigned projects.
  3. Review and monitor the PRC (Project Review Committee) and CPMG (Capital Program Management Group) process with assigned Project Manager to ensure funding milestones meet required timelines. Participate in preparations for Officers and Corporation meetings, as required.
  4. Oversee the progress and quality of the construction documents developed by outside architects and engineers.
  5. Participate in budget meetings with the CM/GC, architect and outside Estimating Services, as required.
  6. Ensure that Yale standards are being met relative to contracting, bidding, construction budgeting, safety, EEO and CPM scheduling.
  7. Facilitate positive relationships between project architects, consultants, building committees and staff members during design completion, procurement, construction and closeout on assigned projects.
  8. Coordinate formal monthly project reporting process with project manager summarizing monthly status of assigned projects including safety, cost and schedule goals.
  9. Closely monitor the Design and Procurement phase while assuring that the PM has;
    a. Worked with the team to develop cost estimates at each phase.
    b. Closed "gaps" in the construction documents between trades or within a constructed area and that open issues are resolved prior to bidding.
    c. Review the CM/GC procurement plan and schedule. Assure that bidders are properly pre-qualified.
    d. Effectively completed the Value Engineering/Value Management process.
  10. Lead the effort to develop and deliver a construction safety program that will yield "world-class" safety results.
  11. Assist the PM in the resolution of project-related technical, budget, and schedule conflicts between consultants, construction management firms, and sub-contractors to ensure that assigned projects meet or exceed all project goals and commitments.
  12. Lead the development of required budget estimates and associated risk analyses.
  13. Oversee the CM bidding and budget process.
  14. Provide leadership and guidance to project management staff to ensure commitment to departmental goals and changes in policy and/or procedure.
  15. Lead and develop project management staff through documentation of performance, coaching, counseling and mentoring to maximize performance.
  16. Perform other tasks/initiatives, as assigned.

Required Education and Experience

Bachelor's degree in Construction Management or Civil Engineering and fifteen years related experience in the professional practice of Construction Management or Engineering.

Salary Range

$124,000.00 - $206,500.00
