Clark College is currently accepting applications for a full-time, 12-month, exempt Associate Director position in the Workforce Education Services (WES) department. Under the general direction of the Director of WES, the Associate Director of Workforce Education Services assists in the planning and organization of Workforce Education Services (WES), which oversees the Basic Food Employment & Training (BFET), Passport to College (PTC), Opportunity Grant (OG), Reentry (RE), WorkFirst (WF), Supporting Students Experiencing Homelessness (SSEH), Clark College Emergency Grant (EG), Student Emergency Assistance Grant (SEAG), and Worker Retraining (WR) programs.

The work schedule is Monday - Friday 8:00am-5:00pm. Four days on campus (Monday-Thursday), one day (Friday) remote. The hybrid schedule is subject to change based on the needs of the college.

JOB DUTIES AND RESPONSIBILITIES:

  • Collaborate with the Director of Workforce Education Services (WES), Advising Services, Financial Aid, DSHS, and other key stakeholders to strengthen coordinated student support services, educational pathways, resources, and outreach efforts that enhance student participation, retention, and completion outcomes.
  • Serve as the subject matter expert for WES programs by establishing and maintaining PeopleSoft (PS) procedures related to tracking and reporting, grant compliance, and accessibility, with an emphasis on streamlined services, social equity, and operational effectiveness.
  • Compile, disaggregate, and analyze statistical data for institutional leadership and legislative reporting; prepare required reports, data submissions, and presentations in response to annual and ad hoc reporting needs.
  • Develop and maintain a comprehensive understanding of the Guided Pathways initiative to support educational planning and career goal development, providing informed guidance to students on career exploration, skills assessments, and program-of-study selection.
  • Serve as an academic coach for WES students on academic warning, probation, suspension, or Academic Retention Concern (ARC), delivering holistic wraparound support and coordinating warm referrals to partner agencies to address barriers to academic success.
  • Facilitate effective cross-departmental communication with program staff and students to support financial aid awarding processes and manage quarterly timelines, ensuring timely and compliant WES disbursements.
  • Collaborate with Accounting Services and Financial Aid to develop, update, and maintain Business Process Guides (BPGs) for all WES awarding processes.
  • Partner with the Office of Financial Aid and the Clark College Bookstore to ensure awarding and disbursement processes align with departmental, institutional, state, and federal regulations, while supporting clear communication among departments, staff, and students.
  • Collaborate with the Student Success and Retention Manager to develop, implement, and maintain the WES Communications Plan, including use of the 3Cs Engine and Message Center in ctcLink; monitor automated, student-coded messaging across platforms to ensure accuracy and compliance.
  • Conduct quality assurance reviews of the WES administrative application system to ensure timely screening and appropriate placement of prospective students into eligible WES programs, including monitor application status, approval, and denial documentation, ctcLink coding, and DSHS (eJAS) case notes.
  • Provide quality assurance to ensure WES applications are reviewed for all eligible programs (including co-enrollment), and that compliance and reporting requirements are consistently documented and met across WES programs and contractor systems.
  • Collaborate with Enrollment Services and the Registrar's Office to update and maintain WES student attributes, program coding, and completion data in ctcLink to support accurate census, MIS reporting, and program compliance for BFET, Worker Retraining, WorkFirst, Opportunity Grant, and Passport to College programs.
  • Manage advisor caseload assignments for WES Program Specialists in ctcLink, ensuring WES-approved students are accurately assigned to their appropriate program staff within "MyClark."
  • Partner with community agencies to expand student access to basic needs resources, including housing, childcare, food, healthcare, and transportation, and serve as a liaison to coordinate student referrals.
  • Assist in the planning, implementation, and facilitation of orientations, workshops, and outreach activities that promote workforce programs, initiatives, and career-related topics.
  • Support the facilitation of WES team meetings, annual retreat, and staff professional development activities as needed.
  • Manage the Workforce Education Services Microsoft Bookings platform used by students to schedule appointments with WES program staff, ensure staff availability and office hours are accurate and up to date.
  • Collaborate with the Office of Instruction to support implementation of the Worker Retraining Guidelines, serve on the Worker Retraining (WRT) Advisory Committee, and actively participate in regional WRT meetings and training courses.
  • Oversee Worker Retraining (Financial Aid) service delivery and provide direct supervision of the WRT Program Specialist 3
  • Oversee all aspects of the Opportunity Grant and Passport to Careers (PTC) programs, providing direct supervision of the OG/PTC Program Specialist 3, ensuring grant compliance, and reporting requirements are met, coordinating program expenditure forecasting, and completing quarterly funding surveys.
  • Manage "Classified" employee files, performance evaluations, mandatory training documentation, and job descriptions in accordance with applicable WAC requirements and collective bargaining agreements.
  • Serve as a backup to the Basics Needs Navigator to review, track, and process CC-Foundation emergency grant requests as needed. Provides timely communication to student applicants and stakeholders regarding the status of CC Foundation EG application requests.
  • Perform related duties as assigned

MINIMUM QUALIFICATIONS:

  • Six (6) years of experience in education, social services, or human services OR
  • Associate's degree AND four (4) years of experience in education, social services, or human services OR
  • Bachelor's degree AND two (2) years of professional experience in education, social services, or human services.
  • Proficient in Microsoft Office Suite.
  • Experience working with an academically, racially, culturally, and economically diverse student population, interpreting and applying policies, rules, and regulations, and providing high-touch client support.
  • Experience with workshop facilitation and/or public speaking.

KNOWLEDGE AND ABILITIES:

  • Knowledge of community programs and support services available to low-income individuals.
  • Excellent planning and coordinating skills with a strong attention to detail.
  • Strong oral, written, and interpersonal skills to effectively communicate with diverse groups and individuals.
  • Strong organizational leadership and problem-solving skills.
  • Ability to work effectively in a fast-paced, high-volume environment with competing priorities.
  • Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.
