Job Summary

To serve as the University's representative and project manager for major and minor capital construction projects. Project Managers are responsible for managing all aspects of capital projects, including but not limited to, project budgets, coordination with campus entities, ensuring that work meets quality standards, and complies with all applicable building codes and regulatory requirements.

Responsibilities

  • Under general direction of the Executive Director, manages all aspects of assigned projects with campus stakeholder groups. This includes but not limited to identifying project scope and budget, communicating capital project process and schedules, and documenting any decision-making during design phases.
  • Collaborates with campus partners to coordinate campus disruptions, inform building occupants of project work and impacts to the work area, facilitate relocation of furniture, materials or staff during various phases of the project, and manage move-in at the completion of project work.
  • Responsible for campus-wide communications, including posting project impact on the department website and the campus map, as well as providing excellent customer service, responsiveness, and managing customer expectations throughout the capital project life cycle.
  • Manages the work of third party architectural and engineering firms as well as contractors working on campus to ensure that campus decision making is captured in design documents and carried through implementation, that campus standards for construction are being adhered to and that the project is proceeding according to assigned schedule and budget.
  • Provide solutions to project issues and regularly reports project status, hurdles and issues that may impact project schedule and budget to the Executive Director.
  • Maintains thorough understanding of CSU Contract General Conditions, University Administration Manual and Procedures, CSU construction guidelines, and FPDC standards and processes.
  • Performs administrative tasks, including drafting and signing correspondence, preparation of service and construction agreements and bid documents, evaluation of bids, proposals and qualifications for consultant selections, reports/files, memoranda, and other site obligations (e.g. tours, verification of inventory related to payment requests, etc.).
  • Manages and maintains a current construction project archive and database, completes necessary forms to process construction management documentation, as well as assist with special project requirements. Including but not limited to downloading and filing Contractual Documents, including RFIs, Submittals etc.
  • Reviews Project financials, including Change Orders, and Payment Applications for accuracy and alignment with Public Contract codes.
  • Manages and maintains documentation of the project from design through construction. This includes, but not limited to, maintaining project schedules, budgets, plans, communications, etc. in order to document project decision making and approvals, retrieval for audit purposes.
  • Manages the project budget capturing any unforeseen expenses and change orders for review by the Executive Director and the Capital Outlay Administrator.
  • Ensures the accounting of project expenses to accurately report expenses and spend down of capital allocations in accordance with SUAM.
  • Performs other classification related duties as assigned, to ensure the smooth functioning of the office of Facilities Planning, Design and Construction.

Minimum Qualifications: Required Education and Experience

  • Bachelor's degree in a design and construction related field, such as architecture, urban planning, project management, construction management, structural or civil engineering, public administration or master's degree in one of the afore mentioned fields.
  • The incumbent must possess 2-4 years of progressively responsible administrative, technical, or professional analytical experience in a higher education environment. Experience working on university-wide projects or capital projects is preferred.

Required Qualifications

  • Working knowledge of California Public Works laws, public contract code, design and construction ordinances, and other regulations applicable to building, construction, maintenance, and repair including California Building Code, California Fire Code, ADA regulations, and other industry standards.
  • Excellent administrative, communication, organizational, interpersonal, effective multi-tasking, and information management skills are required for this position including the ability to interpret, communicate, and apply State, industry and campus policies and procedures.
  • The incumbent must be capable of creating and maintaining detailed and consistent documentation.
  • The incumbent must be able to work in a collaborative teamwork culture, and provide problem solving with a sense of urgency, follow-through, and attention to detail.
  • The incumbent must have the ability to determine campus customer needs and design requirements, with effective time management to resolution of open items.
  • The incumbent must be capable of representing the University and the department in a professional manner.
  • The incumbent must be familiar with all aspects of the design and construction process related to architectural, civil, mechanical, electrical, and other components of construction project management.
  • The incumbent must have the ability to communicate effectively and work within a culturally diverse campus environment.
  • Ability to read, understand and interpret construction documents.
  • A strong background in MS Office as it applies to project management is required.

Preferred Qualifications

  • Master's degree in one of the afore mentioned fields.
  • Experience specifically with California public works projects is preferred.
  • Experience obtaining authorization from Division of State Architect, Office of State Fire Marshal, County Public Health, Local Fire Departments, AQMD, or other California public agencies is preferred.
  • Experience in the preparation of bid documents and specifications, contract administration, and fiscal management, in a large institutional setting, particularly higher education, is strongly preferred.
  • Experience managing projects through a variety of delivery methods, including Design Bid Build, CM at Risk and Design-Build is strongly preferred.
  • Experience as a Project Manager working for a university is highly desirable, such as the California State University, University of California, California Community Colleges, or other four-year public or private University.
  • Experience in the use of PM Web, Bluebeam, Procore or other construction management applications is preferred.

Compensation and Benefits

Anticipated Hiring Range: $7,345 - $8,333 per month

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information

Work status: Full-time/Exempt/At-Will

Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.
