Benefits Manager
Tennessee State University Office of Human Resources invites applications for the position of Benefits Manager. This is an onsite position.
The Benefits Manager reports to the Associate Director of Human Resources. Primary responsibilities include overseeing the employment life cycle from hire to separation, administering the benefits program, and managing the Affordable Care Act (ACA) program. This role is also responsible for providing guidance to faculty and staff related to employment and benefits. Provides advice and connects employees to resources, services, and information. The position will perform other related duties as assigned.
Job responsibilities
- Implements all aspects of insurance-related and other benefits data; enters information into the Banner HR system and the State of Tennessee Edison System; reconciles data between systems; and serves as liaison between HR office and Payroll office regarding benefits.
- Coordinates retirement preparation and services, including collaborating with external providers.
- Manages all employee leave programs including FMLA/Medical Leave.
- Establishes and maintains familiarity with provisions of existing as well as new federal and state laws to help determine impact on benefit plans. Ensure legal compliance within benefit and other practices; maintains appropriate regulatory and legal compliance programs (i.e. HIPAA, ERISA) and other federal and state regulations).
- Coordinates benefits-related programs for employees including new employee orientation, benefits updates, and educational programs regarding benefit options (i.e retirement / EAP webinars).
- Manages the benefits website and communications to ensure employees are well-informed of all available benefits and all processes related to those benefits.
- Assists with the development, monitoring, and revision of institutional procedures related to benefits administration.
- Manages the Affordable Care Act (ACA) program, offerings, processes, and reporting.
- Recommends best practices for benefits and HR operations.
- Serves as the Primary Agency Benefits Coordinator for the State of TN Benefits Program.
- Serves as the primary contact with the Department of Treasury for the State of TN Retirement Programs.
- Provide a high level of customer service to faculty and staff regarding benefits and other HR initiatives.
- Maintain accurate employee benefits records.
- Generate reports and provide data analysis as needed.
- Possesses strong presentation skills for campus-wide and department meetings as needed.
- Performs other duties as required.
Knowledge, Skills and Abilities
- Proven leadership skills to manage a team, influence stakeholders, and drive positive change.
- Knowledge of current federal and state employment laws and regulations.
- Knowledge of higher education.
- Knowledge of human resources principles, practices, and processes.
- Knowledge of State of Tennessee benefits programs.
- Proficient in Microsoft Office suite (Word, Excel, Outlook, and PowerPoint).
- Skill in formulating policies and procedures.
- Ability to develop and implement new strategies.
- Ability to prepare and present training programs and materials.
- Ability to protect confidential information and communicate with impeccable discretion in all matters related to employees and internal processes.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Excellent verbal and written communication skills, with the ability to explain complex information clearly and effectively.
