PLEASE NOTE: The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $5,797.00 per month to $7,207.00 per month (Step 1 - Step 12).

About the Position

Under general direction, the analyst provides administrative and analytical support to the Dean of CBE on all budgetary and financial matters affecting the College. The primary responsibilities of this position include collaborating with CBE deans, faculty, staff, and campus offices (e.g., University Budget Office, Academic Affairs, Accounting, Procurement, Advancement) to prepare the College’s operating budget, resolve financial and operational issues, develop policies, and support strategic planning. The analyst manages a large and diverse portfolio of funds with full fiscal authority and responsibility; interprets and implements policies across state, CSU, and campus levels; and designs processes, reports, and recommendations to ensure effective budget oversight. The role also includes extracting, analyzing, and reconciling financial, HR, accounts payable, and purchasing data; preparing transfers, projections, and reconciliations; approving and monitoring expenditures; and ensuring compliance with established policies. Additionally, the analyst leads financial and technical reviews to identify problems, adapt plans, and recommend improvements to systems, processes, and reporting tools. The position supports AACSB accreditation by monitoring and reporting financial data, ensuring compliance, and preparing required documentation and reports.

This role requires advanced expertise in financial analysis, resource allocation, accounting maintenance, financial reporting, expenditure and budget monitoring, recordkeeping, forecasting, and other department-level fund reporting.

Responsibilities

Budget Development

  • Coordinate budget planning across the four academic departments of CBE, human resources, programs, and other units to build the College’s annual operating budget.
  • Incorporate projected student enrollment data, lecturer costs, staffing changes, and the College’s strategic goals to ensure budgets align with both short-term needs and long-term priorities.

Fund Management

  • Oversee a diverse portfolio of general, trust, donor, scholarship, endowment, and student fee-based funds.
  • Maintain compliance with CSU, state, university, and donor agreements by monitoring fund activity, ensuring expenditures meet designated purposes, and implementing corrective actions when discrepancies arise.

Financial Analysis & Reporting

  • Provide the Deans and department chairs with regular budget-to-actual comparisons, projections, and variance analyses.
  • Develop detailed financial reports for grants, professional development funds, and use PeopleSoft and Excel to produce reconciliations and dashboards that inform decision-making.
  • Maintain, monitor, reconcile, and update financial data; provide oversight and reporting to the Deans regarding college accreditation and AACSB mandates; and prepare annual reports to AACSB.
  • Ensure that all expenditures, spending, budgets, and revenues are reviewed with consideration of their AACSB accreditation impact on both a daily and annual basis.

Operations & Compliance

  • Manage day-to-day fiscal operations, including approval of purchases, requisitions, travel requests, scholarships, and honoraria.
  • Ensure spending aligns with approved budgets and policies by reviewing documentation, maintaining fiscal controls, and reconciling.

Systems & Process Improvement

  • Develop, maintain, and continuously refine a centralized budget tracking and reporting system that integrates multiple funding sources.
  • Design tools and processes to improve accuracy, transparency, and efficiency, and adapt systems to accommodate campus-wide reorganizations or new requirements.

Collaboration & Leadership

  • Partner with deans, faculty, program coordinators, and campus offices—including Budget, Procurement, Accounting, and Extension—to address financial issues and implement solutions.
  • Represent the College at university-level financial meetings to advocate for resources and ensure alignment with institutional priorities.
  • Assist the Deans and serve as liaison to the AACSB Chair and Committee by performing extensive tracking, research, data analysis, and complex reporting in support of the AACSB accreditation process.

Training & Consultation

  • Provide fiscal leadership and consultation to faculty and staff by offering training on financial systems, procurement rules, and budget management best practices.
  • Share updated financial policies, assist with donor and scholarship fund oversight, and guide administrators in interpreting and applying financial data for effective program management.

Minimum Qualifications

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications

Equivalent to three or more years of experience with financial oversight of a large, complex budget supporting a program or an organizational unit, and a bachelor’s degree in a related field (or an equivalent combination of education and relevant administrative experience). Must have an understanding and knowledge of policies and procedures related to finance and fiscal matters. Familiarity with MS Word, Excel, and PeopleSoft is preferred. Must have the ability to work with a wide range of administrative and academic departments. Experience and demonstrated ability to understand complex administrative operations and integrate them functionally, to be a contributing member of a high-performance team, to be able to maintain confidence in regard to sensitive materials, and to understand the implication of policies and their impact on internal and external constituencies. Must have a thorough understand of budgeting theories and principles and of financial management systems and their applications. Demonstrated ability to communicate effectively with diverse students, faculty, staff, and community is essential.

Preferred Skills and Knowledge

Excellent organizational skills; ability to work independently under minimal supervision, make sound judgments, decisions, and commitments within a team environment; excellent oral and written communications skills; strong facilitation and presentation skills; ability to influence and collaborate with a decentralized customer base; strong analytical skills and abilities to understand and troubleshoot problems and issues. Efficient with PeopleSoft Financials, HR, and other databases in order to collect, interpret, and produce reports and analysis as needed. This position provides budgetary expertise and programmatic support to all staff members within the College.
