Department:

Campus Planning UMBC’s Facilities Management (FM) department strives to provide excellence in planning, design, construction, operations and maintenance of UMBC’s facilities, grounds and utilities. Our staff maintains 70 university buildings on 512 acres of grounds and provides service to nearly 3.7 million gross square feet of space.

Position Overview:

Following the lead of the Director of Planning, the Campus Planner will have the primary role of providing administrative and technical services related to the physical planning of the university and the development of new and renovated campus facilities. The position will share in the responsibilities for campus stewardship through management, coordination, logistics and development of campus planning projects, including space plans, master plans, facility programs, and capital plans. Provides technical and administrative expertise in completion of short, mid, and long range planning initiatives that advance the university’s master plan and capital program.

Responsibilities:

  • Independently conduct and lead the formulation and development of space utilization studies, space needs assessment studies, and facility reallocation plans, and space scenario planning studies. Involves engagement with campus clients, planning and performing field audits to verify room type, department, room use (per NCES Facilities Inventory Classification Manual codes), and existing configuration. Requires development of facility/space scenarios, preparation of conceptual plans, and presentation graphics.
  • Provide technical and administrative support in the planning and programming efforts that advance the university's master plan and capital improvement plans. Involves engagement with campus stakeholders and the preparation of graphics and other documentation for facility programs, master planning studies, and other long-range planning documents. Requires technical writing, preparation of conceptual plans, and presentation graphics.
  • Independently manage professional consultant teams in the delivery of feasibility studies, facility programs, facility master plans or components thereof.
  • Generate graphics for reports and presentations and other ad hoc requests in support of the maintenance, operation, planning, design, and construction of campus facilities and other duties as assigned.
  • Provide planning and technical guidance to more junior level staff in development of planning initiatives, small project scopes, facility programs, and other planning instruments.
  • Retrieve and utilize various datasets and organize space surveys to analyze and develop strategies in support of planning projects and to support the assessment of departmental space requests.

Required Minimum Qualifications:

  • Bachelor's degree in planning, architecture, or related professional field preferred.
  • 15 years of relevant experience in planning, architecture, or a related professional field, with a significant portion of this time spent on higher-ed projects.
  • Class "C" driver's license valid in the State of Maryland
  • Experience producing clear, persuasive, and insightful visual presentations and reports.
  • Demonstrate creative problem-solving. Possess strong analytical, spatial, and organizational skills in order to: gather, analyze, and interpret numerical data; develop and evaluate space concepts or facility options; and perform visual analysis of buildings and structures.
  • Possess writing and verbal skills to effectively communicate ideas, offer recommendations, and interact with staff at many different levels in the university organization.
  • Group facilitation skills for in-person and hybrid participation activities.
  • Must be able to plan and conduct interviews and field surveys with campus constituents to evaluate space use and identify programmatic requirements.
  • Knowledge of the design and construction process.
  • Knowledge and appreciation of the unique democratic planning environment which exists in institutions of higher education or similar professional service organizations.
  • Ability to prioritize on-going and new projects, as well as conduct research and gather information.
  • Ability to work independently on complex tasks with minimal supervision, effectively balance workload priorities and manage client expectations.
  • Thorough knowledge of Microsoft Excel, PowerPoint, Adobe Photoshop, Illustrator, and In Design.

Preferred Qualifications:

  • Master’s degree in planning, architecture, or related professional field
  • Proficiency in use of AutoCad and SketchUp or comparable design and modeling applications.
  • Consumer-level knowledge of ArcGIS Pro for use in developing and maintaining public-facing campus maps and enhanced space management practices.
  • Tableau analytics
