SUMMARY
Under the general supervision of the Vice-Rector, Academic and Research, the Chief Librarian is responsible for preparing and administering the budget and for recruiting and training the professional personnel and support staff of the Jean-Léon Allie Library and Archives. The incumbent is responsible for planning, organizing, directing, controlling and evaluating the activities of the Library by developing policies and regulations for internal management. The incumbent is responsible for developing and implementing programs and services to enhance the use of the Library for the university community as well as all other users, in collaboration with the Senate Library Committee and other internal and external organizations. The Writing Centre and Student Counselling Services are also part of the library's range of services.

They will also participate in the selection of material and reference work or in any other professional activities. The incumbent will sit on various committees, including as an ex officio member for the Senate of Saint Paul University.

KEY RESPONSIBILITIES

A) Planning

  • Plan, organize, maintain and improve services in accordance with the Library's mission, with particular attention to the automation of the Library.
  • Prepares and implements the policies, regulations and procedures necessary for streamlining library operations.
  • In collaboration with professional personnel and support staff, evaluates the Library's services with the goal of improving them and, to do so, identifies the need for staff training and equipment. Oversee the implementation of improvements and new services.
  • Monitor recent advancements in library and information science through consultation of professional journals.

B) Administration

  • Directs all operations of the University Library. Act as the Library's prime representative to the university community and the general public.
  • Participate in University Senate meetings and other committees, meetings, assemblies, projects, etc., at the University level as a representative of the Library.
  • Prepare reports regarding the library for the evaluations of various programs of study of the University.
  • Prepare an annual report for the members of the Senate Committee on the Library.
  • Receive and respond to correspondence regarding the Library.
  • Participate in the selection of materials, and the updating of collections, reference work or other activities according to their particular skills.

C) Human Resources Management

  • Ensure that the Library is adequately staffed, that internal training of employees enables them to carry out their responsibilities, and that an evaluation process is in place, in accordance with University regulations.
  • Addresses task and personnel issues that are beyond the responsibilities of department heads.
  • Ensure that all employees' absence and monthly time sheets are completed, sign and deliver to the Human Resources department.
  • Oversee the work of employees under their supervision.

ESSENTIAL SKILLS AND QUALIFICATION

  • Master's degree in library science (or equivalent work experience).
  • Graduate degree in a relevant field (preferred)
  • Significant experience in leading a library or large department (preferably in an academic setting), including leading and supervising professional personnel and support staff from unionized groups.
  • Project management experience
  • Excellent written and oral language skills in both official languages
  • Demonstration that they have performed the duties required for appointment to a Level II or III Librarian position at the university and has demonstrated leadership as a faculty member and librarian, researcher, creative artist/designer, and administrator (or) Demonstration and knowledge of scholarship, contribution to the community and library services are sufficient to be recommended for appointment to the rank of Librarian II or III.
  • Knowledge and experience with computer science as it relates to libraries.
  • Successful experience in the financial management of a library or a large department.
  • Ability to read other modern languages (such as German, Italian, Dutch) and ancient languages (such as Latin, Biblical Greek, and Hebrew) fluently would be an asset.
  • Knowledge of academia and, preferably, ecclesiastical.
  • Ability to use and demonstrate the use of the Library's automated tools.
