Position Summary:
The Database and Evaluation Project Specialist (CCSO) position will provide database management for the statewide childcare referral database. This position functions as an analyst at the business, project, and database level as well as a liaison between partners for reporting, process and system development. The Data and Database Specialist participate as a member of a collaborative team working on a variety of projects within the TRI's Center on Evaluation, Technology & Research (CETR) and Center on Workforce and System Development. Data and Database Specialists provide a continuum of services and products across the early learning system in Oregon. The Research Institute (TRI) supports early learning and care at the state level which requires specialized knowledge and skills as well as an ability to navigate change, emergent needs and the expectations of system work. Data and Database Specialists are expected to use culturally responsive, innovative best practices across a variety of duties including program and process development, systems collaboration, change and alignment, program assessment and observation, system communications, leadership and facilitation, and training and technical assistance.
This position is funded through external grant support. Employment beyond the current funding period is not guaranteed and will depend on the availability of future funding and ongoing performance.

Required Qualifications:

- 3-5 years of experience managing multi-user databases
- 1-2 years of experience designing databases and creating SQL queries
- 1-2 years of experience using Microsoft Office applications, including Access, Excel, Word, and Visio (or comparable tools)
- 1-2 years of experience conducting evaluation and applied research
- 1-2 years of experience developing and documenting processes and procedures
- 1-2 years of experience producing clear, user-focused technical documentation
- 1-2 years of experience developing training materials in multiple formats and delivering training to staff and partners
