Dean of Occupational Programs and Workforce Strategies (On Site - University Center, MI)
This person is responsible for the overall management of academic occupational programs in the Division of Health and Wellness and the Division of Business and Technology, and Workforce Strategies department. The position leads in collaboration with the Associate Deans and Faculty Coordinators, in curriculum development and revision, as well as course and program assessment, new program development and recommends program elimination when indicated. This position supervises the Associate Deans of Health and Wellness and Business and Technology Divisions, Faculty Coordinators and faculty and staff from both divisions. The position works closely with the Dean of Transfer Programs and Online Learning.
This position is responsible for managing the federal Perkins grant including chairing the Perkins Steering Committee, writing annual reports, coordinating the expenditure of Perkins funds to support occupational programs and students, and assisting in the development of budget reports, and the development and implementation of the Comprehensive Local Needs Assessment (CLNA). The position also leads the College's Program Review process, which includes distribution of the program review cycle timeline and appropriate data to Faculty Coordinators, and ensuring programs are reviewed at least once every 5 years. This position develops and implements a Program Review Committee to assist in facilitating the process.
This person is also responsible for reviewing, identifying, and leading possible grants that align with enrollment, retention, and completion of adults in certificates, degrees, short certificates, and micro-credentials and non-credit work, with the goal of expediting movement of graduates into the workforce either as a terminal goal, or while they are completing other occupational certificates or degrees to meet the needs of business, industry, and our healthcare partners.
In budgetary matters the position works closely with the appropriate Associate Deans and Manager of Academic Finance. The position is responsible for managing effective business and industry-based advisory committees; being the occupational contact with the Michigan Workforce Development Agency Community College Service Section; acting as a liaison with business, industry, and education partners.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
- Responsible for development and maintenance of all advisory committees with the appropriate Associate Deans, Dean of Transfer Programs and Online Education, and the Manager of Academic Finance, administer academic portions of occupational grants, including Perkins, and act as occupational contact for the college with the Workforce Development Community College Service.
- Support new program development following curriculum, state, and other appropriate external requirements.
- Assist in continuous improvement of academic occupational programs by working with program coordinators, division chairs and other faculty. Review programmatic documents for accreditation agencies prior to release to external partners.
- Act as liaison with business and industry, Career and Employment Services, Lifelong Learning, Corporate Services, career centers, marketing department, and other internal and external partners.
- With the Dean of Transfer Programs and Online Learning, the Faculty and the Institutional Research office, facilitate program review of occupational programs and associate degrees on a rotating basis to ensure each program and degree is reviewed at least once every 5 years.
- Interact with both internal and external stakeholders to create early college opportunities with smooth transitions, including articulated credit and credit for prior learning which lead to academic credentials.
Required Qualifications:
- Master's degree or equivalent experience and knowledge in a relevant occupational, academic, or administrative field.
- Academic credentialing in an occupational discipline within Business and Technology or Health and Wellness division.
- Experience in college-level teaching and academic administration.
- Demonstrated knowledge of workforce development and occupational education practices.
- Familiarity with program and institutional accreditation processes.
- Experience with both credit and non-credit program development, implementation, and assessment.
Additional Experiences Considered:
- Doctorate in Education, Leadership, or a related field.
- Experience teaching community college students.
- Administrative leadership experience in a post-secondary institution.
- Knowledge of federal and state workforce and grant systems, including Perkins and WIOA.
