Director of Human Resources

The Director of Human Resources provides strategic leadership and oversight of all HR functions at Lamar Community College. This role ensures effective implementation of policies, procedures, regulations, and laws and supports a positive workplace culture while managing the full employee lifecycle (recruitment to separation). Serving as a key advisor to senior leadership, the Director supports workforce planning, employee relations, and organizational development. This position will consistently exercise discretion and judgment and apply analytical skills in performing advanced work and daily duties. The position requires a hands-on approach to meet institutional needs efficiently, managing the strategic and day-to-day operations of all personnel functions of the college including, but not limited to affirmative action, management of the Human Resource Department, staff development, evaluation of all personnel, payroll and benefit activities, and tracking and reporting HR data. The Director of Human Resources ensures compliance with the personnel policies and procedures of the State Board for Community Colleges and Occupational Education (SBCCOE), the Colorado Community College System (CCCS), the State of Colorado, Lamar Community College, as well as Federal requirements of AA/EEO, FMLA, FLSA, and Title IX including policy interpretation and implementation.

The Director of Human Resources reports to the Lamar Community College President and supervises a full-time human resources staff and work study students.

Examples of Duties:

  • Oversees all employee recruitment and placement activities.
  • Manages all aspects of employment recruitment, advertising, placement, dispute resolution and mediation, disciplinary actions, records retention, background checks, employee benefits and employment contract processing, worker’s compensation, and unemployment.
  • Guides supervisors and employees through dispute resolution, grievance processes, and appeals.
  • Accurately processes payroll and manages the Faculty Load and Compensation (FLAC) system, including verifying contract requests, data input in Banner and ensuring compliance with deadlines by all departments.
  • Trains staff on FLAC and modifies processes as needed.
  • Trains applicable employees and supervisors on FLSA regulations and entry of timesheets into Banner.
  • Analyzes and verifies staff timesheets and accrual/use of comp time, call-back, and shift hours.
  • Analyzes budget, encumbrance, and payroll discrepancies in coordination with HR and Payroll staff.
  • Assists the VP of Administration in reconciling employee staffing patterns related to annual budgets.
  • Ensures leave is utilized in accordance with college, CCCS and State policies, procedures, and regulations as needed.
  • Leads the employee evaluation process, and ensures management of technology resources (i.e., NeoEd, etc.) used to promote the ongoing development of employees.
  • Assists and trains supervisors on the evaluation process and creation of performance improvement plans.
  • Assists Appointing Authority with classified employee matters following appropriate State of Colorado personnel rules and labor relations partnership agreement.
  • Assists in the planning of staff development and recognition programs.
  • Provides technical assistance in the development and updates of job descriptions.
  • Updates Banner system as necessary and inputs employee data into the system.
  • Manages documentation related to compensation and benefits.
  • Processes employment contracts.
  • Handles all aspects of benefits enrollment and cancellation of benefits.
  • Assists employees with questions regarding benefit eligibility.
  • Updates benefits in Banner as needed.
  • Serves as Title IX/EO/Civil Rights Coordinator while working with the CCCS system Director of Civil Rights and Investigations and others as needed to ensure Title IX compliance and policy implementation.
  • Manages cases and reporting related to AA/EEO, FMLA, FLSA, worker’s compensation, unemployment, etc.
  • Participates in all other relevant meetings, including system-wide meetings.
  • Coordinates with CCCS staff as needed.
  • Perform other related duties as assigned.

Required Qualifications:

  • Bachelor's degree in human resources, business, public administration or related area from an accredited institution OR a combination of education and administrative experience equivalent to the same.
  • Department management experience including developing and implementing procedures, including progressively increasing duties and responsibilities.
  • Excellent interpersonal, oral, and written communication and presentation skills.
  • Demonstrated computer skills and knowledge of MS Office (Word, Excel, PowerPoint, Outlook, etc.).

PREFERRED QUALIFICATIONS:

  • Master's degree in business or related area.
  • Human Resources experience in higher education or for the State of Colorado.
  • At least one year of payroll processing and reconciliation experience.
  • Supervisory experience.
  • HR certification such as PHR, SPHR or SHRM.
  • Demonstrated experience in providing support and commitment to serving diverse populations.
  • Experience with automated business support systems.
  • Experience with Banner software or other HRIS programs.
