Job Summary
Reporting to the Vice President of Student Affairs, the Director of TRIO - Upward Bound (UB) is responsible for providing leadership and administrative oversight of all aspects of the federal TRIO Upward Bound grant program designed to support the success of low-income, first-generation high school students. This individual serves as a member of the Vice President’s senior leadership team.
Primary Duties and Responsibilities
Essential Performance Requirements
- Identifies, selects, monitors and serves program participants
- Creates, implements, and evaluates services designed to serve and support first-generation, low-income high school students
- Develops, manages and ensures appropriate use of the TRIO UB grant budget and authorizes program expenditures
- Communicates with Department of Education project specialists regarding status of TRIO UB program and progress towards meeting program objectives
- Prepares and submits Department of Education annual performance and financial reports
- Monitors progress toward achieving program objectives
- Maintains appropriate program records, prepares and submits time and effort reports and mandated compliance reports
- Conducts records audit to ensure accuracy of recordkeeping and compliance
- Collaborates with various district and campus departments to ensure effective and efficient functioning of TRIO UB program
- Collaborates with district grants accountant to conduct budget reconciliation and drawdown of grant funds and ensure annual A-133 audit compliance for the UB program
- Tracks student participation, engagement and academic performance data and reviews data regularly to inform operations and interventions
General Supervision and Management
- Supervises TRIO UB staff with the responsibilities of hiring, training, evaluating, and mentoring
Service Excellence
- Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
- Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
- Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
- Supports the mission, values, goals, and principles of the College
Supervision
- Works under the general supervision of the Vice President of Student Affairs

Required Minimum Qualifications
- Master's degree
- Five (5) years’ of administrative and managerial working experience in an educational setting
- Three (3) years’ working experience designing, managing, or implementing TRIO or similar programs
- Three (3) years’ working experience writing proposals and securing funds through grant applications
Preferred Qualifications
- At least one (1) year’s experience working in TRIO Upward Bound
- At least one (1) year’s experience developing strategic, data-informed interventions and engagement strategies to improve student learning, retention, success, and completion
- At least one (1) year’s experience performing the Essential Performance Requirements in higher education
- Bilingual in Spanish written and verbal
Knowledge, Skills and Abilities
- Knowledge of TRIO Upward Bound or similar programs
- Skilled in excellent customer service and interpersonal relationships
- Skilled in verbal, electronic, and written communications
- Skilled with grant and fiscal management
- Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables
