Basic Statement of Responsibilities
This position is responsible for the vision and operation of the Western Maryland IT Center of Excellence and all related grant requirements included with Center administration. This position coordinates with Allegany County Public Schools to ensure the vision and operation of the P-TECH program. This position represents the College through participation in the steering committee of the Maryland Tech Council.
1. Western Maryland IT Center of Excellence
Leads strategic development and daily operations of the Center by aligning with college goals, analyzing regional needs, designing training programs, securing and managing grants, overseeing staff and budgets, and building partnerships with government, nonprofits, and businesses to deliver tailored workforce training.
2. P-TECH Program
Coordinates with public schools (ACPS) to align curriculum, manages state grants, provides student advising and mentorship, fosters cohort identity, and helps students obtain internships to ensure program success.
3. Maryland Tech Council
Represents the college on the Maryland Tech Council Steering Committee, contributing to statewide tech-related initiatives and discussions.
4. Outreach
Acts as a liaison between the college and external partners, attending meetings and events, and engaging with local businesses and organizations to promote collaboration and student opportunities.
Essential Functions
A. Western Maryland IT Center of Excellence:
- Collaborate with stakeholders to develop functional strategies and set specific objectives for the Western Maryland IT Center of Excellence, aligning its direction with the College’s mission and vision.
- Conduct analysis of regional trends, development and delivery of non-credit and/or credit training programs, supervision of training staff, quality control, and evaluation of programs.
- Collaborate with academic programs to ensure they remain current and innovative, providing insights that support the development, evaluation, and revision of programs to maintain a strong and consistent identity across all areas.
- Develop and revise budgets, policies, and procedures to support and sustain the Center’s infrastructure.
- Build and sustain relationships at the local, regional, and state levels—including with government representatives, non-profit agencies, and economic development organizations—to support businesses in identifying workforce needs, forming training partnerships and employment pipelines, leveraging college resources, and delivering customized, affordable training solutions on demand.
B. P-TECH Program:
- Coordinate and collaborate with ACPS to align curricular pathway and promote student success.
- Manage the P-TECH reporting and reimbursement grant with MSDE
- Develop budgets/policies/procedures to support area infrastructure
- Provide advising support and mentorship to students
- Create experiences for the cohort to create cohesiveness and cohort unity
- Assist in securing internships for students
C. Maryland Tech Council:
- Represent the college and participate in the steering committee of the Maryland Tech Council
D. Outreach & Representation:
- Represent the college at various meetings and events; coding events, robotics, trade shows, consortia meetings, and business roundtables in the community.
- Meetings with local IT employers, acting as liaison between area businesses/agencies and the college
E. Administrative/Director Duties for All Program Areas:
- Recruit, supervise, and evaluate part time instructors and staff that reports to the program area.
- Research, develop, administer, and evaluate courses, programs, and customized trainings for the Strategic Industry Partnership of the Western Maryland IT Center of Excellence.
- Work collaboratively with IT and Public Relations to develop a marketing plan for training programs that leverages print media, social media, and email communications.
- Participate with the Dean to plan and carry out the Center’s goal setting, strategic and tactical planning, problem-solving and day-to-day operations.
- Establish annual goals for the program area and provide quarterly and annual performance reports.
- Develop grant proposals to secure state, federal, and agency funds.
- Manage successful grants, meeting all stipulations, deadlines and reporting requirements
- Develop and manage program area budgets and individual project accounts, and is responsible for overall financial records for the aforementioned program areas.
- Assure that COMAR, MHEC, and College policies and procedures are followed.
F. Other Duties:
- Remain current on local, state and national information and trends in program areas.
- Attend professional staff meetings and related professional responsibilities both on and off campus.
- Serve on various College committees as assigned.
- Other duties as assigned by the Dean of Career Education
Education, Experience, and Specialized Skills
Required: Bachelor’s Degree in Education, Business Administration, or related field required with a minimum of 5 years of experience in project management, budgets, grant development, and supervision of other personnel. Experience in administration development, and delivery of training programs/courses.
Preferred: Master’s Degree in those fields and 5+ years of experience working in education administration; work experience in IT-related field Requires competency in the use of personal computer operating systems, software applications (Word, Access, Excel, Publisher, PowerPoint), and e-mail/internet communications software.
Knowledge, Skills, and Abilities
Excellent organization, management, and communication skills. Specific skills include: program management, strategic planning, budgeting, human and materials resource management; process analysis and improvement; coaching; effective written and oral communication skills; marketing and sales; networking, negotiating, and teamwork skills; informational technology and computer literacy. Knowledge of the college policies, procedures and documentation requirements; algebraic math, data analysis, and accounting skills. Ability to learn and use College used software.
