District Director, Educational Partnerships

Job Summary

This leadership position is responsible for providing operational support and guidance for Educational Partnerships functions on all campuses. The position will provide collegewide leadership for and oversight of the operations, implementation, management, assessment, alignment, and quality improvement of the College’s educational partnership programs, including early outreach, dual enrollment, and transfer programs in compliance with the Texas Higher Education Coordinating Board (THECB).

Primary Duties and Responsibilities

Essential Performance Requirements

  • Partners with the educational partnership leaders and coordinates collegewide efforts related to educational partnerships to achieve the College’s goals with a focus on college success, career readiness, and Texas House Bill 8 (HB 8) outcomes
  • Collaborates with Tarrant County College (TCC) campus and district leadership to develop, implement, evaluate, and report on academically sound programs that encourage a continuum of education through strategic partnerships with K-12 schools, colleges and universities, employers, and community organizations
  • Provides direction, on-going monitoring, and support for collegewide operations standards related to educational partnership agreements and relationships, in consultation with campus and district leadership
  • Works with independent school districts, TCC campuses, and district offices (including Facilities, Finance, Vice Chancellor and Provost, etc.) to develop appropriate agreements for dual credit, early college high schools, Pathways in Technology Early College High Schools (P-TECH), and other K-12 partnership entities
  • Develops articulation agreements with colleges and universities in collaboration with TCC campus leadership and district offices for dual enrollment, transfer articulation, and other co-location programs
  • Collaborates regularly with educational partnership leaders to guide, support, and monitor alignment of collegewide operations standards and programming for educational partnerships
  • Coordinates regularly with the campus transfer centers to guide, support, and monitor alignment of advising and transfer practices
  • Prepares and reviews reports for the Vice Chancellor and Provost and educational partnership leaders, evaluating the data-informed results of educational partnership agreements and activities
  • Develops professional growth and learning opportunities to enhance internal and external capacities for effective communications, training, and outreach for both staff and faculty (whether embedded high school faculty or TCC hired faculty) in collaboration with Organizational Excellence and Development
  • Maintains current knowledge of federal and state legislation, statutes, rules, and regulations to ensure educational partnerships remain compliant, aligned with the strategic priorities of the State, County, and College and positioned to maximize available opportunities
  • Liaises with educational partnership leaders to identify collegewide marketing need for the recruitment of educational partners

General Supervision and Management

  • Provides leadership for district Educational Partnerships staff
  • Oversees department budget and manages expenditures for the district Educational Partnerships office

Service Excellence

  • Participates on behalf of the College in external community organizations and associations
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Institute
  • Supports the mission, values, goals, and principles of the College

Supervision

Works under the general supervision of the assigned department leader

Required Minimum Qualifications

  • Master's degree
  • Six (6) years' experience related to the Essential Performance Requirements
  • Three (3) years' experience supervising (e.g., managing, evaluating the performance of others)

Preferred Qualifications

  • Doctorate degree
  • At least one (1) year’s working experience in the formulation of transfer and articulation agreements, and memoranda of understanding within high school and college environments
  • At least one (1) year’s working experience performing the essential performance requirements in a higher education environment, preferably at the community college level
  • At least one (1) year’s working experience teaching in higher education
  • At least one (1) year’s working experience in strategic planning

Knowledge, Skills and Abilities

  • Knowledge of federal and state regulations, including but not limited to due process for students, state regulations for high school, Americans with Disabilities Act (ADA) compliance standards, and the Family Educational Rights and Privacy Act (FERPA)
  • Knowledge and understanding of the community college and K-12 systems
  • Skilled in excellent customer service and interpersonal relationships, including strong listening, verbal, and written communication
  • Skilled using office productivity applications and enterprise systems, including word processing, spreadsheet, and presentation software
  • Ability to analyze and evaluate outcomes and effectiveness of projects and programs
  • Ability to generate and identify opportunities to improve programs and operations
  • Ability to work effectively in a collaborative environment
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
  • Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
  • Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

The work environment characteristics described here are representatives of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
