Environmental Engineer/Specialist

Essential Job Duties:
This role leads the University's MS4 Stormwater Permit Program, playing a key part in protecting campus infrastructure, the environment, and the surrounding community. You will oversee program administration, education and outreach, and the review and approval of post-construction Stormwater Management Plans (SWMPs) for campus projects. The position also manages outfall inspections, erosion and sediment control reviews, and pollution prevention inspections.
You'll have the opportunity to shape and strengthen the stormwater program, by identifying gaps, improving processes, and developing new initiatives. You'll also supervise stormwater interns and serve as a non-voting member of the Stormwater Management Advisory Committee.
Beyond stormwater, this role contributes to broader Environmental Health and Safety (EHS) efforts by providing guidance on environmental compliance and supporting programs that protect life, property, and the campus environment.
What You'll Do
Apply Your Expertise
- Interpret and apply University, local, state, and federal regulations related to stormwater and environmental compliance.
- Stay current on industry trends and evolving MS4 requirements.
- Provide expert guidance and practical solutions for complex or non-standard situations.
- Help develop and refine EHS policies and program updates.
Lead and Improve Programs
- Manage all aspects of the MS4 Stormwater Program, including plan reviews, inspections, compliance analysis, and annual reporting.
- Evaluate program performance and implement improvements to increase effectiveness.
- Serve as a subject matter expert on stormwater systems, design, and regulatory compliance.
Collaborate and Communicate
- Provide clear, practical guidance to faculty, staff, and students on stormwater processes and requirements.
- Develop and deliver training, outreach materials, and educational resources.
- Respond promptly to questions and promote awareness of stormwater compliance across campus.
Review and Make Decisions
- Review and approve SWMPs and stormwater control measure (SCM) designs.
- Provide recommendations and final decisions across MS4 program components.
- Collaborate with regulatory agencies and industry professionals to stay informed.
Design and Implement Solutions
- Support the development and approval of stormwater and erosion control plans.
- Guide campus partners on both routine and complex stormwater challenges.
- Help design and implement new or improved program initiatives.
Lead and Mentor
- Serve on the Stormwater Management Advisory Committee.
- Mentor interns and support EHS staff involved in the program.
- Act as the primary point of contact for stormwater-related issues, including illicit discharges.
Other Work/Responsibilities:
- Participate in other environmental program activities as necessary.
- Other tasks and responsibilities may be assigned based on the needs of the organization and evolving priorities.
Minimum Experience/Education:
Bachelor's Degree in the Engineering discipline related to the area of assignment; or and equivalent combination of training and experience.
Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
Required Qualifications:
- Demonstrates knowledge in program development and administration in the management of the University's MS4 Stormwater Program.
- Demonstrates skills, knowledge and ability in staying current on emerging industry trends and regulations, assesses and communicates the emerging trends and regulations to management, and suggests necessary changes to the University MS4 Stormwater Program and other environmental compliance programs.
- Demonstrates skills, knowledge and ability in providing technical support, analysis, and consultative services associated with management of the University MS4 Stormwater Program.
- Applies considerable knowledge and understanding of environmental principles, practices, and equipment to determine if proper methods and procedures are utilized and to promote compliance with applicable regulations in the management of the University MS4 Stormwater program and other Environmental Affairs Programs (if necessary).
- Demonstrates skills, knowledge and ability in conducting and documenting moderately complex inspections/investigations; assesses and determines corrective action strategies; and implements corrective actions for the MS4 Stormwater Program and other Environmental Affairs Programs (if necessary).
- Demonstrates considerable skill, in-depth knowledge and ability in directing and maintaining databases/spreadsheets for tracking various programs within the MS4 Stormwater Program, applies knowledge in monitoring trends, analysis, and interpretation of the data. Develops annual reports to leadership and regulatory agencies.
- Applies knowledge and expertise for building design and/or workplace process/procedures for EHS concerns.
- Demonstrates considerable skills, knowledge and ability in the design and development of training programs; coordination and training of others on the MS4 Stormwater Program awareness and compliance to meet the level of the audience.
- Demonstrates skills, knowledge and ability to determine effectiveness of and potential regulatory impacts on the MS4 Stormwater Program and other Environmental Affairs Programs.
- Applies in-depth knowledge of local, state, and federal regulations to determine University compliance with the MS4 Stormwater and other environmental programs.
- Directs corrective actions to existing programs; makes decisions affecting University procedures as applied to the MS4 Stormwater Program.
- Consult with industry and regulatory professionals to stay current of trends and issues.
- Demonstrates considerable skills, knowledge and ability in the interpretation of inspection results, implementing the inspection recommendations, communicating the recommendations effectively to personnel.
- Demonstrates knowledge and ability in the interpretation of a variety of rules and regulations based upon campus inquiries.
- Demonstrates solid communication and organizational skills.
- Must be able to inspect streams/outfalls and cover rough terrain.

Required License or Certification:
- State-Certified Stormwater Management Plan Reviewer (or ability to obtain within first year of hire).
- Valid DL required.
