Position Description
Reporting directly to the President, the Executive Vice President (EVP) of Finance and Chief Financial Officer (CFO) ensures financial strategy aligns to advance TTUHSC's mission and vision across every campus. This role actively upholds the institution's Values-Based Culture - One Team, Kindhearted, Integrity, Beyond Service, and Visionary-in every decision and interaction. The EVP and CFO oversees executive leadership teams in Business Affairs and Budget and Financial Planning, working closely to drive progress in support of TTUHSC's goals and strategic priorities. This leader champions operational performance and continuous improvement while building strong relationships with stakeholders across TTUHSC and within the broader university system. The EVP and CFO serves on the Executive Council and President's Cabinet, ensuring financial strategies align with institutional objectives. As a key partner to other executive vice presidents, the EVP and CFO collaborates to advance TTUHSC's mission across academic, clinical, and research domains across it's six schools and university locations.
Major/Essential Functions
- Responsible for ensuring and sustaining the financial health of the university.
- Leads a high-performing finance division inclusive of Business Affairs and Budget and Resource Planning that strengthens transparency, accountability, and collaboration across academic and clinical enterprise units.
- Serves on TTUHSC executive leadership councils and represent areas of oversight in executive cabinet meetings.
- Oversees the development of the university's annual operating budget and presents the budget for approval to university executives and the Board of Regents.
- Provides leadership for the Texas State Legislative process including the development of the Legislative Appropriations Request (LAR)
- Operates as a strategic partner with the president and other university leadership to ensure strategic decisions do not impact the financial integrity and long-term financial health of the institution.
- Develops and maintains collaborative relationships with TTUHSC executive team members, campus administrators, Texas Tech University System, the Board of Regents, community officials, and state government officials
- Serves as the financial liaison to Texas state agencies, including the Legislative Budget Board, Comptroller’s Office, State Auditor’s Office, and Texas Higher Education Coordinating Board, and participates in legislative hearings and committees as needed.
- Leads preparation and presentation of financial items submitted for Board of Regents approval, ensuring accuracy, transparency, and compliance.
- Assists with the development and implementation of long-term strategic initiatives that align with the TTUHSC's mission, vision, and goals, ensuring sustainable growth, academic excellence, operational efficiency, and financial stability.
- Leads financial planning and analysis to support institutional growth, with oversight of the financial impact of capital investments, facility expansion, strategic partnerships, and new program development.
- Provides financial oversight and strategic guidance to the university’s consolidated clinical practice through a dotted line reporting relationship to ensure alignment with institutional financial policies and objectives.
- Leads, in coordination with the COO, institutional capital planning, including facilities development and major renovation projects. Coordinates capital budget and financial strategies aligned with Board of Regents approval processes.
- Oversees internal controls and audit coordination to ensure sound accounting practices, mitigate risk, safeguard institutional assets, and maintain accurate and complete financial reporting.

Preferred Qualifications
- Current TTUHSC team member.
- Ten (10) years of progressively responsible financial leadership experience within Texas higher education, health care, or a related large and complex organization.
- Five years of experience working with executive leadership teams to advise on financial strategy.
- Five years of budget experience within an institution of higher education.
- Experience with state appropriations and the Texas legislative budgeting process.
- Experience managing financial reporting and state and federal regulation compliance.
Required Qualifications
Master’s degree plus ten (10) years of professional and management experience OR Bachelor's degree plus twelve (12) years of professional and management experience in a similar area.
