Job Description

We are currently seeking an Executive Director, EEO and Compliance who will advance the institutions proud tradition of excellence in academics, student life and community service.

Job Summary

Provides system-wide leadership for the institutions civil rights compliance programs, ensuring adherence to federal and state laws governing equal employment opportunity, nondiscrimination and sex-based misconduct, including Title IX, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act (ADA) and related statutes.  Exercises significant professional judgment, discretion, and strategic expertise in managing issues with substantial legal and reputational impact.

Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable and compliant with applicable laws, regulations, policies, and procedures.

Manages Talent Engagement activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.

ESSENTIAL FUNCTIONS
  • Serve as a liaison to Workforce Solutions, Texas Workforce Commission (TWC) and Certified Rehabilitation Counselor (CRC) monitoring HCC to ensure compliance with Equal Opportunity (EO) obligations under Workforce Innovation and Opportunity Act (WIOA) and completing required training to maintain competency.
  • Serve as the System's Coordinator for Title IX of the Education Amendments of 1972, as amended; Title II, Subtitle A, of the Americans with Disabilities Act (ADA), Section 504 of the Vocational Rehabilitation Act of 1973; the Coordinating Board's Higher Education Opportunity Plan; and any other coordinating roles assigned by the General Counsel.
  • Oversee the production, analysis and dissemination of statistical and demographic data related to civil rights compliance programs, ensuring timely reporting to the institution as well as federal and state regulatory agencies.
  • Monitor planning, development, and implementation of HCC policies. Assist Senior Administrators, Executive Management and other HCC managers by ensuring consistent interpretation and application of policies and adherence to procedures.
  • Manage investigations and study of discrimination complaints to clarify issues and meet with personnel involved to mediate and settle disputes. Confer with supervisory personnel to verify or document alleged violations of law. Oversee preparation of report of findings and make recommendations.
  • Oversee development of Institutional Office of Equal Opportunity and Title IX/Compliance Reports.
  • Maintain and oversee the case management database, track and analyze incidents, prepare statistical reports, perform adverse impact analyses, identify patterns, provide recommendations to address systemic issues, and maintain investigatory files, disposition reports and other records for harassment and discrimination cases.
  • Develop, implement, or monitor effective mechanisms by which individuals may report alleged violations of the compliance program.
  • Oversee and coordinate investigations of allegations and complaints filed under the Colleges unlawful discrimination and harassment policies and procedures, and other rights-related violations within assigned program areas. Prepare comprehensive reports detailing findings, conclusions, and recommendations for internal documentation, escalation to the General Counsel, senior leadership, the Chancellor, and the Board of Trustees, or submission to federal and state agencies ensuring all investigations are timely, impartial, and thorough.
  • Coordinate response to government inquiries in collaboration with the Office of the General Counsel.
  • Oversee the development of an ongoing series of workshops, seminars, training, and other communication tools to explain the goals, objectives guidelines and procedures related to institutional compliance.
  • Develop, coordinate, and provide training to District employees, including annual Title IX training, sexual harassment and discrimination prevention, sexual violence prevention, gender equity and equal employment opportunity (EEO), ADA, and accessibility training, and participate in staff and student orientation activities.
  • Serve as an institutional liaison with government entities and other organizations concerning EEO, ADA, NCAA, DOD, OFCCP and other federal, state, and local compliance areas.
  • Oversee and participate in the development and administration of the department budget, including funds for staffing, equipment, materials, and supplies, and approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Supervise, select, train, motivate, and evaluate assigned personnel, provide or coordinate staff training, work with employees to correct deficiencies.
  • Develop and implement office goals and objectives, prepare and distribute work assignments in an organized and timely manner. Regularly monitor staff performance and provide coaching for performance improvement and/or professional development as needed
  • Perform other duties, tasks and assignments as required.
QUALIFICATIONS

Education & Experience

  • Masters degree in Human Resources, Business Administration, Public Administration, Public Policy, Psychology, Counseling, Social Work, Employment Law or other related/compatible field required
  • 7 years experience in Federal/State/Local compliance-related area including 5 years of supervisory experience required
  • Experience developing and implementing programs, presentation, training, or marketing in higher education preferred
  • Experience in a large, urban, or multi-campus institution preferred

Licensing & Certification

  • Valid Texas Driver License
  • Advanced Title IX or workplace investigation certification preferred

Working Conditions

General Office.  Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner.  Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements.  May be required to work after hours to include weekends and holidays.
