Position Summary
This position assists in the day-to-day management of the Research Security program through completing compliance reviews, coordinating communication, and assisting in developing and maintaining standard operating procedures. Additionally, the position supports Weill Cornell Medicine's (WCM's) export compliance and conducts required inquiries and investigations.
Job Responsibilities
- Ensures compliance with applicable federal regulations / WCM policies concerning research compliance. These regulations include but are not limited to the Department of Commerce EAR, ITAR and OFAC. Supports compliance with NSPM-33.
- Reviews sponsored research, contracts and procurement agreements for export controls and research security conditions to ensure compliance.
- Provides guidance on contracts and research activities by identifying compliance risks, information security requirements, and Technology Control Plan (TCP) needs, while monitoring controlled items in labs and initiating TCP audits as necessary.
- Reviews international travel authorizations, monitors global alerts and escalates issues based on risk levels and guidelines.
- Completes onboarding employee vetting, reviews EAR/ITAR Certifications and conducts restricted party screening in compliance software as needed.
- Implements campus-wide policies and procedures related to export control and research security regulations.
- Collaborates with the ECO to further develop and maintain the University's Research Security Program in response to new federal regulations and requirements.
- Conducts quality assurance reviews of research security documents and processes as well as investigates suspected or reported violations and coordinate with stakeholders on compliance issues.
- Supports the continuous improvement of the University's Export Controls Program.
- Contributes to training, outreach, and policy development efforts by supporting the Office of Research Compliance and Regulatory Affairs in updating web content, preparing presentations, and developing educational materials for faculty and staff.
Education
Bachelor's Degree
Experience
Approximately two (2) years of related export controls, research security or research compliance experience.
Knowledge, Skills and Abilities
- Ability to effectively communicate with faculty and staff regarding compliance issues.
- Clear demonstrations of technical, analytical, organizational, problem solving, and communication skills.
- Ability to handle multiple, time-critical tasks.
- Ability to respond to and resolve routine inquiries or complaints from faculty and staff.
- Proficiency in Microsoft Office, Excel, PowerPoint, website content construction, communication and basic statistical operations.
- This position requires maintaining expertise in ITAR, EAR, OFAC regulations, NSPM-33, the CHIPS and Science Act of 2022, and CUI policies, and participation in professional development opportunities.
