Job Summary / Basic Function: The Facility Services series describes work in the management of facilities and the employees and contractors that provide essential facility services for occupants in a commonwealth facility or group of facilities. This is managerial and administrative work directing and coordinating a facility services program for occupants in a commonwealth facility or group of facilities. An employee in this job directs a facility services program and addresses facility-related matters for the occupants. Work involves responding to, assessing, and resolving occupant inquiries on routine, non-routine, and emergency maintenance, custodial, and security issues; planning and coordinating space reorganizations by reviewing occupant requirements, use of space, and facility capabilities; coordinating, communicating, and implementing facility safety programs and protocols; and monitoring facility operations through reports, visual inspections, and building automation systems. Work includes serving as the occupant liaison on construction and renovation projects; researching and providing budget estimates on repair, renovation, or construction projects; and managing the contracting process for maintenance contracts that are locally administered. Work is performed independently and reviewed through reports, discussions, and inspections by a higher-level manager.

Distinguishing Characteristics: Work may involve supervising a Facility Services Manager 1 or other employees at Pay Scale Group 6 who are engaged in facility services work. Work is differentiated from the lower-level job by serving as the point of contact on all facility services and related matters for the occupants which includes responding to and resolving routine, non-routine, and emergency facility issues; coordinating and implementing facility-services, construction, and renovation projects; and coordinating and implementing the facility safety programs. Work may also be differentiated from the lower level job by serving as the point of contact on all facilities-related matters in some but not all services for a complex facility. A complex facility has over 150,000 square feet of building space and experiences regularly changing occupant needs, public-facing events, and high-profile tenants such as the Farm Show Complex or Capitol Building facilities.

Examples of Work:

  • Directs facility services functions, including general maintenance, custodial, security, groundskeeping, and other related work.
  • Organizes and implements preventative and routine maintenance schedules through subordinate supervisors, employees, and contractors.
  • Monitors facility services and operations through reports, visual inspections, and building automation systems to sustain occupant comfort, energy efficiencies, material testing requirements, and safety standards.
  • Responds to and identifies mitigation plans for all issues in routine, non-routine, and emergency situations and engages and coordinates necessary resources that may include centralized skilled trades functions or outside contractors to resolve.
  • Plans and implements occupant space reorganizations by reviewing and analyzing occupant requirements and use of space; researching facility capabilities; and contacting trade, engineering, or design subject matter experts as needed.
  • Serves as the point of contact on all facilities-related matters in some but not all services for a complex facility, which may include custodial, routine maintenance, groundskeeping, parking, security, food, or child-care services.
  • Coordinates and schedules the necessary materials and employee and contractor resources to execute work orders while minimizing disruption to occupant operations.
  • Coordinates, communicates, and implements a facility safety program and protocols to include fire and security protection services, and emergency evacuation and relocation plans.
  • Maintains facilities, systems, equipment, and job sites according to applicable codes, regulations, and permitting requirements.
  • Manages the contracting process by developing statements of work, monitoring performance, and inspecting completed work; and by recommending payment, terminations, and other actions for contracts that are locally administered.
  • Serves as the liaison to occupant representatives regarding facility services, construction, and renovation projects.
  • Participates in project planning for large initiatives, such as capital projects, by developing the scope of work, attending meetings, and providing input on existing facilities and equipment.
  • Advises higher-level managers on feasibility of proposed projects and equipment purchases.
  • Identifies, coordinates, and implements employee skill, equipment, safety, and technical training.
  • Performs the full range of supervisory duties.
  • An employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Required Skills, Knowledge & Abilities:

  • Knowledge of the methods, materials, and practices necessary to perform routine maintenance and custodial work in commercial or industrial facilities.
  • Knowledge of regulations, building codes, and the safety and hazard precautions necessary to perform routine maintenance and custodial work in commercial or industrial facilities.
  • Knowledge of the care and use of tools and equipment used to perform routine maintenance and custodial work in commercial or industrial facilities.
  • Knowledge of the principles and practices of employee supervision.
  • Knowledge of the use and functionality of Microsoft Office Suite software.
  • Ability to plan, organize, and prioritize work in accordance with labor contracts, departmental policies and procedures, and competing priorities to include emergency situations.
  • Ability to plan and coordinate facility-related maintenance and improvement projects.
  • Ability to read and interpret blueprints, schematics, and other engineering drawings.
  • Ability to interpret and apply contract terms to work performed by maintenance contractors.
  • Ability to determine the required permitting and licensing for maintenance and construction jobs.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively orally.
  • Ability to communicate effectively in writing.

Minimum of Education / Training: One year as a Facility Services Manager 1 (commonwealth title); or Five years of routine maintenance work experience which includes three years of supervisory experience overseeing trades or building maintenance employees in a commercial or industrial facility; or An associate's degree in commercial property management, commercial real estate, industrial technology, electrical engineering, mechanical engineering, heating ventilation and air conditioning (HVAC), electrical technology, electronics, building automation, construction, or related fields; and three years of supervisory experience overseeing trades or building maintenance employees in a commercial or industrial facility; or An equivalent combination of experience and training which includes three years of supervisory experience overseeing trades or building maintenance employees in a commercial or industrial facility.
