Special Instructions to Applicants The budgeted hiring salary/target range for this position is from the range minimum to $145,000 annually, with salary placement based on skills, knowledge, and experience. Position Summary Under the direction of the Fleet & Transit (F&T) Director, the Transit Manager is responsible for the successful development, implementation, and management of all elements of the BruinBus program, serving more than 1.3 million customers annually. This includes operation of scheduled fixed-route bus services open to the public, contracted scheduled fixed-route bus services, demand-responsive paratransit and safety shuttle services, and charter vehicle service using over-the-road motor coaches, transit buses, cutaway buses, standard passenger vans, and automobiles. The Transit Manager is also responsible for the oversight of the campus DMV pull-notice program for driver safety, campus-wide drug and alcohol testing for heavy-duty and commercial vehicle drivers, and serving as a resource for promotion of driver safety for all university employees. The incumbent must be able to articulate and champion the strategic vision set by UCLA Events & Transportation and UCLA Administration to their staff, and achieve associated short and long-term goals and business objectives. These objectives and their related tactics must be performed consistent with the BruinBus Service Delivery Policy, which is a living document responsive to constantly changing demands for campus access and circulation. The incumbent is focused on operations and service delivery, and must have a strong working knowledge of industry state-of-the-practice in disciplines including, but not limited to customer relations management, vehicle and route scheduling, real-time route-level schedule adherence management, customer communications technology, accessibility requirements, and reducing environmental impacts. Close coordination is required with the F&T Strategy and Business Analysis business unit which conducts ongoing analyses of the effectiveness and efficiency of campus transit programs. The incumbent also ensures data integrity related to key performance indicators and leverages data for compliance and resource optimization purposes. The incumbent is accountable for a $5.5M annual operating budget, as well as maintaining and executing a capital plan to replace transit rolling stock. Being on-call round-the-clock is required. They are also accountable for adherence to all federal, state, and local laws and regulations regarding driver safety and training. Salary & Compensation *UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Salary offers at the top of the range are not common. Demonstrated skills in effective leadership, delegating work, supervision and providing a work environment that is consistent with the UCLA Principles of Community and conducive to the motivation of subordinates and delivery of quality service to customers. (Required) 2. Demonstrated ability to develop and implement short and long term strategies to meet the goals and objectives of the department. (Required) 3. Financial management and accounting skills to establish operating and capital budgets, pricing strategies and monthly statement of operations. Demonstrated working knowledge of vehicle and trip planning, analysis, and resource management to provide an efficient, reliable and comprehensive transit program. (Required) 4. Demonstrated skill in directing a large staff and establishing and maintaining a cooperative working relationship between technical, administrative and other support staff of multiple distinct operating units. (Required) 5. Working knowledge of California Vehicle Code, OSHA, CHP/DOT regulations, and Commercial Driver License requirements (Required) 6. Demonstrated oral and written communication skills to effectively communicate with the campus community. This includes the ability to prepare concise, logical, grammatically correct analytical reports, correspondence and operating procedures, etc. (Required) 7. Ability to establish and maintain cooperative working relationships between technical, administrative and other support staff and as part of a team collaborating with colleagues. (Required) 8. Ability to confidently utilize standard desktop productivity applications such as Microsoft Office, familiarity with database management tools, and comfort with utilizing handheld computing devices. (Required) 9. Ability to work extended hours to meet all departmental responsibilities including maintaining potential on-call status 365 days a year, 24 hours per day. (Required) 10. General knowledge of marketing and advertising of transit to increase utilization and generate additional charter revenues. (Preferred) 11. Working knowledge of UC policies and procedures, particularly in the areas of: 1) accounting procedures; 2) inventory control; 3) audit requirements; 4) purchasing; 5) personnel management (Preferred) Education, Licenses, Certifications & Personal Affiliations Must possess, upon hire, and maintain a valid CA noncommercial Class C License in accordance with the California (CA) Department of Motor Vehicles. (Preferred) Special Conditions for Employment Background Check: Continued employment is contingent upon the completion of a satisfactory background investigation. Driving Record: The position is subject to the California DMV "Pull Notice System" and continued employment is contingent upon proof of a satisfactory driving record.
