Job Description Summary

Primary responsibilities include management of proposal & budget development and award activities including account setup, monitoring and reviewing of all sponsored projects expenditures including fund projects. Monitor and enforce compliance with sponsor guidelines and OMB Uniform Guidance. Meet with principal investigators to discuss and advise them on financial and regulatory issues related to their new proposals and as assigned existing grants/portfolios. Maintain salary grids and work with payroll manager to ensure faculty and staff are paid correctly. Assist in the preparation of effort reports. Participate in specific projects, including the annual budget submission. Work on the more complicated grants including clinical research grants and program project with multiple subcontracts.

Grants Manager B: Grants Manager B will work more independently and actively participate in specific projects, including the annual budget submission. The Grants Manager B will work on the more complicated grants including training grants and program projects with multiple sub-contracts. Moreover, it is expected that the Grants Manager B candidate will have greater grants management experience than the Grants Manager A candidate, such that s/he can make greater contributions, including engaging in financial analysis. The grants manager will report directly to the Associate Director of Renal Electrolyte & Hypertension.

This position reports to the senior administrator within department and has a dotted reporting line to the PSOM Office of Research Support Services.

Job Responsibilities

Proposal budget development and assist in other proposal development activities. Advise PIs and division leadership on actions needed to bring proposal into compliance. Handle proposal activities for basic and translation science research, and patient oriented clinical trials, including completion and/or setup of PRA with CRCs/PIs, RBN, invoicing, tracking payments, requesting approval for IDE devices from UPHS Supply Chain Committee, etc.

Monitor grant expenditures for compliance, take/recommend corrective actions as needed; work with respective coordinators, purchasing and A/P to ensure expenses are allocated to grant funds appropriately; ensure accurate reconciliation of human subject milestones for charges & payment tracking, collection of A/R. Manage human subject payment & patient billing, including technical & professional fees, and service charges. Work on the more complicated grants including clinical research grants and program project with multiple sub-contracts. Progress reporting. Participate in specific projects, including the annual budget submission.

Provide guidance, review, maintain, and update salary grids and effort schedules for accuracy and compliance with University and sponsor regulations.

Close-out study accounts & final accounting at termination with Sponsor and UPenn. Specialized reporting for faculty, programs, and division and/or institutes. For assigned portfolio, provide liaison to the University's Office of Research Services and School of Medicine's Office of Research Support Services.

Recommend to the Manager, Admin & Finance for approval and implement policies and procedures to ensure uniformity in reporting and compliance with University, School and sponsor. Exercise resource stewardship and report known or suspected irregularities. Participate in specific projects, including the annual budget submission.

Perform additional duties as assigned.

Qualifications

Grants Manager A: Bachelor of Science and 3 to 5 years of experience or equivalent combination of education and experience is required.

Grants Manager B: Bachelor of Science and 5 to 7 years of experience or equivalent combination of education and experience is required.
