Job Description
Position Overview
The English Learner (EL) Instructional Specialist supports the development and implementation of high-quality, comprehensive, and collaborative educational programs for English Learners (ELs). This position works with school districts and regional education partners to ensure EL students have access to free public education and are supported in meeting state academic standards.
Key Responsibilities
Program Support & Technical Assistance
- Assist with statewide EL initiatives that identify and promote effective instructional practices for EL students.
- Provide technical assistance to Local Education Agencies (LEAs) on identifying potential EL students and administering the Language Use Survey (LUS)
- Support LEAs in ensuring EL students and families have access to coordinated services addressing linguistic, social, and health-related needs.
- Provide guidance and resources to support school improvement initiatives related to EL education.
Professional Development
- Design and deliver professional development to LEAs on creating, implementing, evaluating, and sustaining Language Instruction Education Programs (LIEPs).
- Provide training to educators on increasing family and community engagement in EL programs.
- Deliver professional development and technical assistance at state and regional conferences and meetings, including the Annual Federal Programs Conference.
Collaboration & Planning
- Collaborate with the English Language Development Director, Student Support Services Director, and regional partners to coordinate EL program efforts.
- Participate in regular planning meetings and Regional Professional Development Center (RPDC) staff meetings.
- Coordinate training and support with RPDC consultants and other school improvement initiatives.
Travel Requirements
- Travel to schools within the designated RPDC region as needed.
- Occasional travel to other regions for specialized training or technical assistance.
- Attendance at required meetings, conferences, and professional development events.
Shift
Monday-Friday
8:00 am to 5:00 pm
12 month appointment. 40 hours per week.
Minimum Qualifications
A Bachelor's degree or an equivalent combination of education and experience and at least 4 years of experience from which comparable knowledge and skills can be acquired is necessary
Preferred Qualifications
Applicants will be selected for consideration based on the following preferred qualifications:
Specialized Education
Preferred: Valid permanent or professional teaching certificate or license.
Master’s degree in education.
Specialized Certification
Preferred: Missouri Certificate of License to Teach English Language Learners (subject to 5 CSR 20-400.570 (page 45), or English for Speakers of Other Languages (ESOL), English as a Second Language (ESL), or Teaching English to Speakers of Other Languages (TESOL) certification.
Specialized Skills
Preferred: Proficiency in Spanish and/or another foreign language.
Specialized Knowledge/Experience
Five (5) years of experience as a teacher and/or administrator with significant involvement in EL education.
Five (5) years of direct experience working in EL education.
Proficiency in word processing and presentation applications.
Knowledge and experience delivering research-based instruction in EL programs.
Knowledge and experience with testing and assessment instruments related to EL instructional programs.
Experience providing high-quality professional development (PD).
Other qualifications and experience deemed acceptable by the employing agency may substitute for the listed requirements.
Anticipated Hiring Range
Salary Range: $52,915.20 - $57,000 annually, as per grant funding
Grade: GGS-010
