DEPARTMENT OVERVIEW

University of California Health comprises six academic health centers, 21 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

POSITION SUMMARY

Provide technical support for efficiency initiatives and projects for UC Health, which consists of health-related units in the University of California system, through participation in the Leveraging Scale for Value (LSfV) team. Perform data analysis, RFP (Request for Proposal) administration, vendor spend reporting and project management; assist financial reporting and RFP work in areas of LSfV focus, including information technology, revenue cycle, supply chain, laboratory, and capital equipment. Develop and customize excel templates for pricing; valuate proposals to identify areas of cost inefficiencies; and construct and manage Total-Cost-of Ownership templates, pricing models and financial reports to help measure and rationalize bidder pricing. Create strategies for cost reduction, supplier consolidation, quality improvements and process efficiencies. Provide financial analysis and management of historical IT Spend, spend projections and budgetary allocation projects for all five Medical Center locations within UC Health. Manage the IT maintenance and support agreements between UC Health IT locations and vendor hardware manufacturers.

Required Qualifications

Demonstrated experience performing business and process analysis functions including drafting and administering technology Request for Proposal (RFP). Experience working with, at minimum, one of the following unified procurement software platform: Valify, Coupa or GEP SMART. Experience drafting executive summaries as Request for Proposals (RFP's) are awarded and keeping audit compliant records. Demonstrated experience managing complex technology RFP involving the management of 50+ stakeholders and empirical scoring of multiple technology bids. Demonstrated experience evaluating supplier financial proposals and constructing a Total-Cost-of-Ownership (TCO) report and comprehensive proposal evaluations. Demonstrated experience actively managing IT Hardware and Software Asset Inventory on behalf of management. Experience creating, presenting and interfacing complex IT expenditure reporting with differentiate technology sub-category assets with finance stakeholders on related budgeting. Demonstrated experience creating and managing supplier renewal and IT expenditure reports for IT leadership stakeholders. Experience working and coordinating with subject matter experts associated with RFP process and design. Demonstrated experience performing Software License Agreement review and commercial terms redlining while working in cooperation with legal counsel. Demonstrated written and oral communications with all levels of an organization, including executives, providers and staff at all levels of the organization. Demonstrated experience communicating technical information to technical and non-technical personnel at all levels of an organization. Demonstrated experience working with both technical and non-technical personnel at all levels of an organization.

Education

Bachelor's degree in business administration, computer engineering, computer science or a related field. Five years of experience in a job offered, or as an IT sourcing analyst, management analyst, IT engineer, or a related occupational title.

SALARY AND BENEFITS

Salary: $98,600 - $184,400
