Job Title

This position is reviewed annually for continuation and is strictly contingent upon the receipt of necessary funding sources and contractual agreements.

Summary

Responsible for the administrative duties for the Keystone Education Yields Success (KEYS) grant including, but not limited to, completing monthly reports, tracking participant data and maintaining records, evaluating program progress, serving as a liaison to the County Assistance Office (CAO) for participant referrals, and providing regular updates to the Department of Human Services (DHS). This position will work directly with the part-time Student Facilitator to provide intensive case management to students and to coordinate student activities that promote academic success, address barriers to education, and prepare students for employment at a family-sustaining wage. This position is full-time, 40 hours per week throughout the year. Travel required to and from all college sites and required training as indicated by grant requirements. Evenings and some weekends may be required. This position reports directly to Dean of Academic Support and Student Success.

Duties and Responsibilities

  • Implement and disseminate Department of Human Services (DHS) Policy and Procedures to all KEYS staff members to ensure program compliance with State and Federal regulations and KEYS program requirements.
  • Coordinate with DHS staff for program monitoring and evaluation.
  • Prepare and submit required DHS reports such as the SNAP End of Semester Report, Monthly Reverse Referral Report, Corrective Action Plans, and any reports as needed by DHS.
  • Submit required Federal TANF Sampling documents.
  • Serve as the primary liaison between the County Assistance Office (CAO) and the college to facilitate participant referrals, address participant barriers, and special requests.
  • Attend the Local Management Committee (LMC) and DST meetings monthly or as often as they are held by community partners and the CAO.
  • Contact eligible students referred by the CAO and assist them with the enrollment process and review the participation requirements.
  • Conducting orientation with TANF and SNAP participants.
  • Assist students in creating academic, personal, and professional goals.
  • Assist students in identifying activities that will help them meet their goals, strengthen their skills, and maintain compliance with participation requirements.
  • Assist with the creation of KEYS Individual Employment Plans (IEP) to prepare students for activities each semester that will lead to self-sufficiency.
  • Track students’ academic progress through contact with instructors, early alert systems, attendance, and grade point average.
  • Work alongside the Student Facilitator to provide intensive case management services, counseling, and advising to all students to ensure student progress and program compliance.
  • Connect students to resources on-campus through referrals and other student supports.
  • Conduct outreach to create partnerships with other community college departments and partners in the community such as employers, non-profit agencies, and community services.
  • Connect students to outside community partners and services necessary for goal attainment and barrier remediation, such as drug and alcohol and mental health treatment.
  • Connect students to community service, Federal Work Study, Work Experience, and employment opportunities.
  • Maintain complete, up-to-date, and accurate student records, which includes verifying that data, case notes, and other required documentation is entered into CWDS on a timely basis.
  • Oversee grant funding to ensure that the program is exercising prudent financial management in managing program expenditures.
  • Create workshops or meetings to educate participants on topics including, but not limited to, nutrition, financial literacy, effective communication skills, academic success, and any other related topics to prepare the student for financial independence after exiting the KEYS program.
  • Attend DHS meetings, trainings, and conferences to increase knowledge of proper program procedures and new State and Federal developments.
  • Participate in staff development training as needed.
  • Market the KEYS program to increase enrollment and recruit existing students to benefit from the services of the KEYS program.

Required Qualifications

Education

  • Bachelor’s degree in human services, social work, psychology, or a related field from an accredited institution.

Certifications

  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)

Work Experience

  • Minimum of three years’ experience in human services, social work, psychology, or a related field serving diverse populations.

Knowledge, Skills, Abilities

  • Employee must possess strong interpersonal and communication skills and the ability and willingness to work collaboratively with other staff members and the County Assistance Office.
  • Work skills include showing attention to detail and ability to follow-through with assisting the student, and commitment to student success and student-centered education.
  • Must possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge.

Preferred

  • Master’s degree from an accredited institution.
  • Caseworker or case management experience.
  • Previous KEYS experience.
  • Prior knowledge of county assistance programs.
  • Previous SNAP and/or TANF experience.

Physical Demands

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to handle or feel; reach with hands and arms; talk and hear. The employee may regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually quiet to moderate.
