This position serves as the College's institutional Equal Opportunity ("EO") Generalist, responsible for responding to EO complaints and supporting College compliance initiatives. This position also serves as the College's Labor Relations Generalist, responsible for providing leadership in labor relations administration, including supporting all aspects of collective bargaining and advising administration regarding labor relations matters, such as the interpretation of collective bargaining agreements. This position conducts or assists with complex internal investigations, responds to institutional ethics concerns and serves as a Deputy Title IX Coordinator.

ESSENTIAL FUNCTIONS

Equal Opportunity Generalist

  • Serves as one point of first contact for EO complaints.
  • Investigates and responds to EO complaints under the supervision of the Director of Equal Opportunity Compliance.
  • Maintains records of EO complaints and institutional responses and generates bi-annual reports for the College's Ethics Team and Cabinet.
  • Reports EO compliance concerns and works with the Director of EO Compliance to initiate appropriate institutional responses.
  • Member of GRCC's Ethics Team. Arranges Team meetings, gathers data, drafts bi-annual report for Team review.
  • Member of GRCC Administrative Policy Committee.
  • As a Deputy Title IX Coordinator, provides information to individuals regarding their rights under Title IX, the College's formal and informal grievance processes, helps facilitate the provision of supportive and interim measures prior to, and during, an investigation into a grievance, and notifies individuals regarding the ability to file a complaint with the GRCC Police Department.
  • Maintains data regarding formal and informal Title IX complaints and College responses.
  • Facilitates the provision of compliance training, and delivers training as directed.
  • Provides Title IX and EO Awareness, prevention and bystander intervention training to faculty, staff and student groups.

Labor Relations Generalist

  • Provides guidance to College Leadership and Human Resources staff in interpretation and administration of collective bargaining agreements.
  • Serves as a member of the College's administrative bargaining teams relating to negotiations with campus collective bargaining units, including the Alliance of Professional Support Staff; GRCC Faculty Association; Police Officers Labor Council; and College Employees Benefit Association.
  • Performs internal and external research to ensure data driven decisions throughout all bargaining processes. Analyzes data and provides recommended College responses. Seeks input from college administration regarding collective bargaining processes and outcomes. Responsible for all operational aspects of collective bargaining processes.
  • Maintains current and accurate collective bargaining agreements, memoranda of understanding, calendars, historical bargaining documents and all other documents necessary to support collective bargaining and contract administration process for all employee groups.
  • Grievance administration: Works with representatives of employee groups and College administration to resolve grievances through collaboration with college leadership to arrive at solutions consistent with GRCC values.
  • Consults with, and provides recommendations to, Executive Leadership Team through the General Counsel regarding organizational change and the impact on employee groups.
  • Drafts memoranda of understanding with collective bargaining units as directed.
  • Conducts and/or facilitates a variety of management and employee training and/or information sessions to increase awareness of contract commitments and applicable laws, and regulations.
  • Researches and prepares (and/or supports preparation of) College responses to external agencies (e.g., MDCR, OCR, arbitration, mediation).
  • Assists the College's Freedom of Information Act Coordinator and the General Counsel with responses to FOIA requests related to areas associated with position.
  • Must have attention to detail and strong organizational skills, including the ability to work independently and to manage and prioritize multiple projects.
  • Coordinates document production for litigation.
  • Maintains the highest level of confidentiality in carrying out all duties.
  • Remains technically competent and knowledgeable.
  • Persons in this role are identified as a Campus Security Authority ("CSA"). CSAs will be trained and responsible for reporting Clery reportable crimes to Campus Police as required by the Clery Act.
  • Other duties as assigned.
  • Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position.

JOB SPECIFICATIONS

Education Credentials

  • Bachelor's Degree in Labor Relations, Human Resources or related discipline required.

Work Experience

  • Five to seven years of progressively responsible experience in Labor Relations and/or Human Resources required.
  • Experience negotiating and administering collective bargaining agreements required.
  • Current knowledge of Title IX, the Americans with Disability Act, Rehabilitation Act, and other laws, rules and regulations applicable to EO and Labor Relations work (e.g., Title VII, Michigan Civil Rights Act, Michigan Persons with Disabilities Civil Rights Act, Michigan Public Employment Relations Act, etc.) required.
  • Experience in public higher education preferred.

Physical Demands

This position requires prolonged periods of sitting, standing, reading and writing, listening and speaking.

Working Conditions

Occasional night and weekend work may be necessary to accomplish objectives. Some travel is required to engage in off-site activities associated with this position and to participate in professional organizations and conferences.
