SUPERVISION EXERCISED : Supervises Sergeants, Police Officers, Security Officers, Office Manager, Dispatchers, and Fire Marshal.

POSITION SUMMARY: The rank of Lieutenant at the Moravian University Police Department is responsible for supervising members of the department who are charged with the security of life, limb, property, and equipment within the institution, the enforcement of all institution rules and regulations, and the enforcement of laws of the Commonwealth of Pennsylvania and Federal Regulations. The Lieutenant assists the Chief of Police in advancing the mission of the Moravian University Police Department, which is to promote a safe and well-ordered environment for students, faculty, staff, and other members of the community by extending care and assistance, overseeing the physical surroundings and, when necessary, enforcing laws and regulations, all carried out in a compassionate manner hallmarked by the values of Respect, Integrity, Service and Excellence (RISE).

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Assist in supervising the daily operations and functions of the Campus Police Department, including sergeants, sworn officers, security officers, and dispatchers.
  • Help direct, monitor, and enforce the rules of the institution and the Commonwealth of Pennsylvania to protect the security and safety of all constituents.
  • Recruit, interview, select, oversee training and equipment issuance, and evaluate the job performance of members of the department.
  • Supervise and manage patrol units, and direct criminal investigations, providing guidance and assistance as needed.
  • Supervise and maintain the daily patrol schedule; oversee and maintain all Overtime, Sick Leave, Vacation, and Personal leave requests.
  • Ensure appropriate training of staff, including but not limited to annual in-service training, legal updates, firearm qualifications, certifications, and recertifications of Act 235, less-lethal force options, first-aid and CPR, etc.
  • Review all departmental reports as well as related paperwork to ensure they are factual, accurate, thorough, and clearly explain the situations.
  • Liaison with the Bethlehem Police Department and other local police agencies to facilitate the receipt of reports of criminal arrests and/or incidents involving Moravian University Students in the respective communities.
  • Coordinate with the Dean for Community Wellness and/or Associate Director of Student Accountability & Conflict Transformation, forwarding relevant information for student conduct proceedings, as well as scheduling officers for conduct hearings.
  • Coordinate with all departments of Moravian University in providing assistance in determining security concerns for special event planning.
  • Coordinate the temporary closure of roadways and parking lots that may impact the campus and send campus emails concerning the closures.
  • Coordinate with the City of Bethlehem Traffic Engineering Department and Bethlehem Police Department regarding any traffic matters that involve the City of Bethlehem and Moravian University, which may include temporary road closures due to special events, parking restrictions, or safety enhancement concerns.
  • Serve as the Department Custodian of evidence and property.
  • Supervise and assist with the preparation of the Annual Clery Crime/Safety and Fire Reports and compliance with regulatory reporting (e.g., Title IX).
  • Oversee that the Daily Clery Crime Log and Fire Log are current.
  • Oversee and assist in the expungement of files when so ordered by a court of jurisdiction.
  • Complete the monthly FBI Uniform Crime Report and submit it in a timely manner.
  • Assist the Chief of Police with conducting internal investigations involving alleged misconduct and/or violation of the Department Rules and Regulations or the Moravian University Employee Handbook by any member of the Police Department.
  • Assist the Chief of Police with reviewing the current Department Rules and Regulations; distribute any amendments or new rules and regulations; and monitor compliance.
  • Assist in working special events and occasional work evenings, weekends, and holidays, when necessary.
  • Serve on-call 24/7 for safety and emergency situations, and when necessary, provide armed patrol of the campus, and direct or participate in investigating reports of criminal activity.
  • Attend meetings, conferences, and other public functions as the police department representative when so ordered by the Chief of Police.
  • Perform other duties as may be assigned by the Chief of Police or Executive Vice President for University Life/Chief Operating Officer & Dean of Students.

QUALIFICATIONS:

  • A BA in criminal justice, public administration, or a related field is preferred; an AA degree in one of these fields is required.
  • A minimum of five years of experience in college or university policing is highly preferred, or at least five years as a supervisor at a police department.
  • Certification under PA Act 120 (Municipal Police Officer’s Education and Training Commission) or equivalent, if from outside PA, with the ability to obtain comparative compliance as a police officer in PA, via the waiver process.
  • The waiver process includes proof of certification of completion from an approved police academy (i.e., NJ PTC certified) and passing a written examination regarding PA laws.
  • Certification under PA Act 235 (Lethal Weapons Training Act) or the ability to become certified by attending the one-week PA Act 235 training is required.
  • Must maintain a valid or current PA operator’s license or an operator’s license in the state where they reside.
  • Appreciation of the service and educational role of a university Campus Police Department.
  • Demonstrated leadership and management skills.
  • Excellent organizational skills as well as superior interpersonal skills (verbal and written), and an ability to work closely with all constituencies of the University, including students, staff, and faculty, in addition to the general public.
  • Must have exceptional skills in computer use and the ability to learn and operate various software programs in current use by the Department.
  • Must submit to a criminal background check, and upon conditional appointment, pass a physical examination, drug screen, and psychological examination unless waived by the Chief of Police and Director of Human Resources.
  • Must be in excellent physical condition to respond to emergencies and handle criminal incidents in accordance with the rules of Campus Police.
