Position / Job Summary

The purpose of this position is to support the mission and strategic goals of Dallas College by providing centralized governance, oversight, and accountability for Workforce & Continuing Education (WCE) academic records, completion, state reporting, and business processes that directly impact funding, compliance, and student success. This role plays a vital part in advancing the college's commitment to transforming lives and communities through higher education by ensuring data integrity, regulatory compliance, and coordinated execution across academic, operational, and administrative partners. Through leadership of staff and cross-functional collaboration, the position ensures that WCE students are accurately recorded, equitably recognized, and fully supported from enrollment through completion.

Essential Duties & Responsibilities

  • Provide centralized oversight and governance of WCE student records, grades, completion, graduation participation, and related data integrity processes.
  • Act as the institutional lead for WCE state reporting and House Bill 8 (HB8) requirements, maintaining audit readiness and protecting associated funding
  • Manage the WCE completion and credentialing process to ensure eligibility is verified and requirements are met.
  • Coordinate WCE participation in the Dallas College graduation ceremony, including identification and communication of eligible completers.
  • Manage WCE business contract processes affecting course delivery, enrollment, billing, and compliance, ensuring contracts are executed before services begin.
  • Supervise and lead staff responsible for student records, completion processing, reporting, and related operational functions, establishing priorities and performance expectations.
  • Collaborate with Academic Schools and key operational partners to resolve cross-functional issues and mitigate compliance and operational risks.
  • Required Dallas College Professional Development Hours per Academic Year. (MUST BE INCLUDED) All employees are required to complete a minimum of 19 hours. People leaders are required an additional 16 hours of leadership development.
  • Perform other duties not listed as assigned. (MUST BE INCLUDED)

The following duties are required for People Leader roles specifically:

  • Exercises full discretion and decision-making authority in the recruitment, selection, hiring, mentoring, coaching, development, and termination of staff, ensuring alignment with organizational goals, budgetary constraints, and workforce planning strategies.
  • Drives high performance by administering the performance management process in a timely manner, setting clear expectations, conducting performance evaluations, and implementing initiatives that enhance employee engagement, motivation, and retention.

Minimum and Preferred - Education, Experience, and/or Certifications

Required Qualifications for Role (necessary or mandatory)

  • Education Required: Bachelor's degree from an accredited institution.
  • Experience Required: Minimum of five (5) years of progressive experience in higher education administration, workforce education, student records, compliance, or related operational functions.
  • Minimum of two (2) years of supervisory or people-leadership experience.
  • Certification Required: None.
  • School/Education Transcripts: Required upon hire.
  • SB17 Specific Language (if applicable): Experience working effectively with underserved, marginalized, and diverse communities, including supporting students from varied backgrounds and developing programs and services that meet the needs of an increasingly diverse college community

Other Preferred Qualifications for Role (not mandatory, but advantageous)

  • Education: Master's degree in Higher Education Administration, Public Administration, Business Administration, or a related field.
  • Experience: Experience with Workforce & Continuing Education programs and funding models. Experience with state reporting, audit preparation, or regulatory compliance. Experience coordinating contracts, procurement, or cross-functional operational processes in a higher education environment.
  • Certification: Project management, compliance, or leadership certification.
  • School/Education Transcripts: Preferred at time of application.

Required Qualifications for Role (necessary or mandatory)

Knowledge
  • Knowledge of Workforce & Continuing Education (WCE) student lifecycle processes, including enrollment, grading, completion, and graduation participation.
  • Proficiency with student information systems (e.g., Colleague) and academic records, completion, and reporting functions familiarity with state and institutional reporting requirements, including HB8 and associated funding implications.
  • Awareness of cross-functional institutional workflows involving Academic Schools, Workforce Operations, SRA, and Degree Audit.
  • Understanding of Workforce funding models and related compliance requirements.
Skills
  • Skilled in coordinating cross-functional teams and managing stakeholders across academic, operational, and administrative units.
  • Strong analytical skills with the ability to interpret data, dashboards, and reports to identify trends, risks, and compliance issues.
  • Skill in process governance, documentation, standardization, and continuous improvement.
  • Strong written and verbal communication skills, including the ability to translate complex technical or regulatory information into actionable guidance for leadership.
  • Supervisory and team leadership skills, including setting priorities, coaching staff, and ensuring accountability for outcomes.
Abilities
  • Ability to provide centralized oversight and governance of interrelated processes involving student records, grades, completion, state reporting, and contract dependencies.
  • Ability to assess workflows, data integrity, and documentation to identify risks to compliance, funding, audit readiness, or student experience.
  • Ability to interpret and consistently apply institutional policy, state requirements, and contractual conditions.
  • Ability to serve as an escalation point and decision-maker for complex, cross-functional issues.

  • Knowledge of Workforce business contract processes, including contracts that impact course delivery, enrollment, billing, and funding compliance.
  • Knowledge of procurement, legal, risk management, and IT coordination within a higher education environment.
  • Familiarity with licensure and certification documentation requirements and audit preparation processes.
Skills
  • Experience leading or contributing to compliance, audit, or funding-related initiatives.
  • Experience developing dashboards, governance frameworks, or institutional standards for academic or operational data.
  • Change management skills within complex, matrixed organizations.
Abilities
