Position Information:
The Network Development Specialist works with internal and external audiences to build awareness and preference for UCR Health and its services and / or programs, while improving the health of the community. Leads the engagement with insurance brokers, large employers, and community organizations to promote UCR Health access. Increase referrals and reduce leakage, promote services / programs. Prepares education and marketing materials to support outreach efforts. Document results of outreach to demonstrate effectiveness at adding member lives and engagement, enhancing consumer image and increase utilization of services or program participation.
We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

Key Responsibilities:
- 25%: Conducts frequent on-site visits and collaborates with key staff on policy and process development to maximize referrals. Conducts on-site relationship-building visits to insurance brokers, employer benefit managers, HR directors, local government and municipalities, school districts, and community groups. Develops referral pathways that route eligible members to UCR Health as PCPs and specialists. Works with insurance brokers during open enrollment season to promote UCRH as the preferred provider option. Creates feedback loops between brokers/employers and UCRH operations to reduce leakage and improve member onboarding.
- 15%: Develops and implement marketing strategies to enhance referrals. Identifies barriers to referral practices at assigned hospitals / organizations. Develops broker and employer-focused marketing campaigns, such as co-branded benefit flyers, open enrollment toolkits, and referral maps. Identifies barriers such as plan tiering, network confusion, employer benefit exclusions and coordinates with UCRH leadership to remove friction. Collaborates with Marketing to build community-facing campaigns targeted at large employers, government agencies, and broker networks.
- 15%: Maintains accurate record of contacts, meetings and educational activities. Analyzes referral patterns for trends identifying areas for improvement. Maintains a CRM or outreach log capturing all broker/employer engagements, site visits, educational events, and workforce seminars. Monitors referral and attribution data by employer group, TPA, or broker to identify underperforming networks and design corrective strategies. Tracks employer benefit designs to identify opportunities to increase UCRH network participation.
- 15%: Provides onsite follow-up and education for referrals. Engages in follow-up subsequent to program participation. Provides on-site follow-up with employers and brokers to ensure employees understand how to choose UCR Health providers. Ability to answer benefits-related questions. Follows up with brokered referrals and community program participants (e.g., wellness events, screenings) to support education around UCRH. Closes communication loops with community partners to maintain visibility and trust.
- 10%: Develops and presents evidence-based education plans to administrators and / or clinical providers. Develops educational presentations for broker offices, employer benefit fairs, union meetings, civic organizations, and community health coalitions explaining UCR Health services, PCP selection, specialty strengths, and access points. Ability to prepare data and present to a wide variety of audiences.
- 5%: Identifies key contacts within assigned organizations and establishes effective working relationships with administration and / or clinical staff. Identifies and nurtures relationships with broker principals, employer HR teams, TPA account managers, benefits navigators, and benefit coordinators. Develops long-term partnerships with large employer groups to support annual enrollment, wellness programs, and year-round employee engagement.
- 5%: Applies best practices to assigned hospitals / organizations. Collaborates on projects and activities. Applies community engagement best practices to foster pipeline relationships with employer groups, schools, public agencies, and regional organizations to increase UCRH visibility. Collaborates with employers on wellness workshops, onsite screenings, flu shot clinics, and partner-branded service days to drive recognition and referrals.
- 5%: Stays current on outreach / program development best practices and relevant rules and regulations. Keeps up-to-date with health plan policy changes, employer benefits trends, and broker commission structures to better position UCRH. Monitors ACA, Medicare Advantage, Medi-Cal managed care, and CalPERS rules affecting employer groups and referral pathways.
- 5%: Participates in relevant professional organizations and represents program at professional conferences. Represents UCR Health at broker meetings, HR networking groups, and employer consortiums. Builds the UCRH brand at community and civic events (chambers of commerce, rotary clubs, trade associations, etc.). Serves as a liaison between UCRH and regional employer coalitions to promote UCRH as a preferred regional health partner.
