Position Information:

The Police Lieutenant provides managerial oversight for one or more divisions and units, reporting to the Chief of Police. Receives assignments and tasks in the form of general objectives and goals and is expected to develop strategies and approaches that meet those objectives while remaining in compliance with Federal and State laws, municipal ordinances, and University policies, and procedures. Provides instruction and guidance to direct reports to meet expectations and objectives for the division.

The full salary range for the Police Lieutenant is $126,700 - $248,700 annually. However, the expected pay rate for this position is up to $219,840 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.

As a University employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.

Requirements:

Educational Requirements

  • High school diploma or equivalent. Required
  • Ability to successfully complete other training or prerequisites as required by regulation, law or policy. Preferred
  • Relevant experience, training and/or four year college degree. Preferred
  • Bachelor's degree in Criminology, Political Science, or other relevant discipline, or an equivalent combination of education and experience. Preferred
  • Completion of POST Supervisory Leadership Institute, and/or POST Command College or the National FBI Academy. Preferred

Conditions

  • Ability to successfully complete other training or prerequisites as required by regulation, law or policy. Required

Experience Requirements

  • 8 - 13 years of related experience. Required
  • Minimum of 3 years experience supervising sworn officers in a recognized law enforcement agency. Preferred
  • Previous supervisory/managerial experience. Preferred

License Requirements

  • Required to hold valid driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program. Required

Certification Requirements

  • Ability to successfully earn the POST Management certificate by completing a POST-certified 104-hour Management course within one year of appointment and serving as a Lieutenant for a period of two years. Required
  • Possession of a POST Supervisory certificate and successful completion of the probationary period as a sergeant. Preferred

Special Conditions

  • Background investigation required. Successful medical and psychological evaluation required. Is at least 21 years of age and a US citizen or has permanent resident alien status and achieves citizenship within three years. Required
  • Ability to work rotating shifts in all weather conditions and during extended periods during disaster or civil disorder. Required
  • No felony convictions or other legal restrictions on the ability to carry firearms or to perform other work responsibilities. Required
  • Meets all other requirements for peace officers and the rank of Lieutenant as established by law and the California Commission on Peace Officer Standards and Training. Required
  • Exercise the utmost discretion in managing sensitive information learned in the course of performing their duties. Sensitive information includes but is not limited to employee and student records, health and patient records, financial data, strategic plans, proprietary information, and any other sensitive or non-public information learned during the course and scope of employment. Understands that sensitive information should be shared on a limited basis and actively takes steps to limit access to sensitive information to individuals who have legitimate business need to know. Ensure that sensitive information is properly safeguarded. Follow all organizational policies and laws on data protection and privacy. This includes secure handling of physical and digital records and proper usage of IT systems to prevent data leaks. The unauthorized or improper disclosure of confidential work-related information obtained from any source on any work-related matter is a violation of these expectations. Required
  • Travel as required for department operations, training or other department needs. Required

Minimum Requirements

  • Broad experience performing all aspects of police officer and sergeant of police functions.
  • Strong knowledge of law, regulation and University policy regarding public safety and law enforcement functions.
  • Strong knowledge of modern policing issues, philosophies, practices and trends as applied within the University environment. Strong knowledge of current law enforcement management theory and administrative standards.
  • Strong knowledge of budgeting and financial practices applicable to law enforcement in the University environment.
  • Strong ability to communicate effectively in person and in writing. Strong ability to take decisive action based upon sound judgment.
  • Strong ability to effectively orchestrate the ongoing deployment of multiple employees and resources. Strong ability to supervise and train staff in the relevant and necessary aspects of their duties.
  • Strong ability to operate computers and other relevant or specialized technology.
  • Broad knowledge of use and legal application of firearms and other police weapons, equipment or tools.
  • Strong ability to credibly represent the police department in an official capacity.
  • Ability to safely operate motor vehicles and possess a valid California Driver's License.

Preferred Qualifications

  • Broad experience in campus police functions and demonstrated understanding of the UC Community Safety Plan.

Generic Scope

Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.

Custom Scope

Reports through Police Chain of Command. Provides management for one or more department units or divisions. The police department is a 24 hours a day, 7 days a week operation. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel.

Department Custom Scope

Key Responsibilities:

  • Manages, through subordinate supervisors, the proper and efficient delivery of public safety and law enforcement services for unit / division with responsibility for results in terms of costs, methods, and employees. Maintains and reviews activity logs and other records. Ensures all records, including confidential items and electronic data, are securely handled, stored, accessed and released only in compliance with applicable law and policy. Serves as the department's representative in court appearances, audit responses or other legal and administrative proceedings as necessary. 25%
  • Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning. Directly manages, plans and administers the deployment of personnel, resources and funds for one or more units or divisions of the police department on a daily basis, and fulfills other duties as described in departmental policies and procedures. Delegates responsibilities, establishes benchmarks and balances workloads as necessary to accomplish department goals. Reviews and approves the work of assigned personnel. Counsels assigned personnel and takes progressive and / or appropriate corrective action when necessary. Recommends employees for commendation and discipline as appropriate. 15%
  • Develop strategies, standards, methods and systems for the successful implementation of department goals in a manner consistent with the mission of the department and the campus. 15%
  • Serves as the functional manager or supervisor for other department employees of lower rank or classification in the absence of the normally designated manager or supervisor. Provides necessary command and control for the department and / or the campus in the absence of a ranking officer or other officials or authorities. Conducts internal administrative investigations as assigned. 15%
  • Prepares and presents reports, statistics, and other descriptive communications or documents within and on behalf of the unit / division. May represent senior management in public appearances and as active leadership within community and campus committees and groups. 15%
  • Establishes and recommends changes to policies which affect the department. Assists the Police Captain and other command staff in the development of policy, budget and other planning for the department. Participates in personnel action review boards and administrative investigation review boards. Participates in the recruiting and hiring process for new employees. Recommends new procedures, technologies or functions to improve efficiency and effectiveness. Procures and maintains equipment and supplies. 10%
  • During or in preparation for civil unrest, disaster or other significant police operations, serves as a platoon leader or in a management position within the campus emergency plan and the Incident Command System, or performs other assigned functions. 5%
