Job Description

The Program Leader for 4-H and Youth Development provides statewide leadership, management and supervision to County Extension Agents and Program Specialists to ensure needs of underrepresented populations are addressed. The Program Leader applies a broad perspective and understanding of subject matter and priority issues impacting families and communities relative to agriculture in accordance to USDA-National Institute of Food and Agriculture (NIFA) goals.

This position is funded by a grant or restricted funds. Continued employment is contingent on the renewal of grant or restricted funding.

The salary is determined in accordance with the University's compensation structure and will be commensurate with the candidates' education and experience, within the assigned salary range for this position.

Responsibilities:

  • Provide leadership for developing, implementing, evaluating, and interpreting of educational outreach programs in designated counties. Assist extension agents and program specialists through training, coaching and support in reporting and the impact to funding agencies and stakeholders.
  • Conduct, plan, coordinate and evaluate in-service training for program specialists and extension agents on identified topics consistent with county, state and national priorities. Assist with professional development workshops for scheduled program planning and state training conferences. Recruit, hire, train and mentor employees. Conduct six-month probationary conferences for new hires. Conduct Annual Performance Evaluations and Program Planning Conferences with Texas A&M AgriLife colleagues who jointly supervise Cooperative Extension Program extension agents. Conduct Annual Performance Evaluations for Program Specialists and Administrative Associate.
  • Develops and monitors yearly Agriculture & Natural Resources budget. Continue to fulfill grant funded obligations and seek external funding opportunities. Builds collaborative efforts and relationships with organizations, companies, and corporations to support and enhance program effectiveness. Aggregates monthly report data to submit for the Annual Plan of Work and Accomplishment Report. Compile and prepare annual, quarterly and special reports as required.
  • Establish and maintain linkages with agencies and institutions (1890 and 1862) to enhance the goals of Agriculture and Natural Resources. Serve on the CEP Management Team.
  • Participate in professional development opportunities to increase and enhance competencies to ensure that innovative, high-quality programs reflect the needs of underrepresented and underserved audiences. Serves on boards and committees related to agriculture programming.
  • Performs other duties as assigned.

Required Education & Experience:

  • Bachelor's degree.
  • Ten years of related experience.

Required Knowledge, Skills & Abilities:

  • Knowledge of word processing, spreadsheet applications.
  • Detailed knowledge of specific agency program(s).
  • Strong knowledge of agency administrative procedures.
  • Effective verbal and written communication skills.
  • Strong interpersonal, leadership, problem solving, and organizational skills.
  • Maintains attention to detail and utilizes sound judgment.
  • Ability to multi task and work cooperatively with others.

Preferred Qualifications:

  • Doctorate with successful completion of graduate-level courses in program development, adult education, and leadership development.
  • Ten years of Extension experience in the Agriculture and Natural Resources area as state/regional director, specialist, or program leader; three years experience supervising staff in a related field of agriculture.
  • Ten years of demonstrated history of effective program delivery to limited resource farmers, ranchers, and producers.
  • Ten years experience in leadership, experience in Extension work at the county level, program planning, implementation, evaluation and interpretation, or combination of extension, teaching or related industry.
  • Excellent verbal and written communication skills.
  • Good computer skills.
  • Program development, implementation and evaluation skills.
  • Leadership and teaching skills.
  • Ability to multi task and work cooperatively with others.
  • Demonstrated ability in designing, implementing, evaluating and report impact of community-based non-formal educational programs; supervision of professional and support employees; and experience working effectively with people at all socioeconomic level.
  • Excellent verbal, written and interpersonal skills.
  • Resource management.
