Job Title: Program Manager Extramural Research Development (Federal)

Job Summary:

This is a 1.0 FTE position for a Program Manager within the Extramural Research Division of the Office of Research Development and Strategy. The extramural division is primarily responsible for developing and implementing strategic funding growth plans based on campus- and school-/college-level research priorities, as well as the development and project management of large, complex research proposals (primarily ARPA-H contracts and NIH P and U grants). The mission of the Extramural Research Division of the Office is to grow and accelerate the University of Colorado Anschutz Medical Campus's federal research funding portfolio, enhance national research rankings and reputation across Schools/College (School of Medicine as a top 10 research institution), and enable world-class research. This position reports to the Assistant Director of Extramural Research Development within the Office of Research Development and Strategy, an embedded office within the Office of the Vice Chancellor of Research.

Key Responsibilities:

  • Monitor new funding opportunities that are aligned with the campus research priorities and facilitate proactive pursuit of funding in these areas.
  • Provide guidance on early pre-award process and identify and coordinate resources in support of research ideas (identification of aligned NIH Institutes/Centers (I/Cs), Program Officers, and study sections; site visit preparations; etc.)
  • In collaboration with the PI(s), organize team responsibilities, timeline of tasks and program requirements (e.g. team checklist and monitoring of tasks, timelines, etc.)
  • Organize and develop the non-scientific and/or administrative aspects of a grant (F&R, MPI plans, data sharing and management plans, biosketches, letters of support, etc.)
  • Identify and organize internal advisory boards (IAB) and prepare site/reverse site visits (mock review with IABs).
  • Ensure regular communication and scientific review with federal sponsor.

Work Location:

Hybrid – this role is eligible for a hybrid schedule of 3 days per week on campus and as needed for in-person meetings.

Qualifications:

Minimum Qualifications:

  • A bachelor's degree in public health, public administration, social/behavioral sciences, physical sciences, nursing, healthcare, finance, accounting, business administration, business, or a directly related field from an accredited institution.
  • 4+ years of progressively responsible research development and program management experience within a university, public health, or healthcare setting.
  • 4+ years of experience working with federal sponsored funding - specifically, identifying agency missions, programs, policies, and funding opportunity announcements.

A combination of education and related technical/military/paraprofessional experience may be substituted for a bachelor's degree on a year for year basis.

Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

  • Experience developing requirements, structure, and processes associated with extramural grants and contracts.
  • Experience working with various federal award databases (NSF, DoD, Reporter, InfoEd etc) project management systems, and proposal submission platforms (InfoReady, Smartsheets etc.)
  • Strong project management skills.

Knowledge, Skills and Abilities:

  • Ability to establish work priorities and handle multiple deadlines.
  • Ability to plan, implement, and coordinate financial and administrative activities.
  • Ability to use various computer systems and software applications.
  • Ability to initiate and maintain effective lines of communication with other areas/departments/sponsors.
  • Ability to communicate effectively, both in writing and orally.
  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
  • Outstanding leadership skills.
  • Demonstrated commitment and leadership ability to advance diversity and inclusion.

Anticipated Pay Range:

The starting salary range (*or hiring range*) for this position has been established as $66,140 - $84,130

The above salary range (*or hiring range*) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation, depending on the level.
