Job Summary

The Foster Youth Counselor provides academic, career, and personal counseling services to current and former foster youth through Chabot Colleges Foster Youth Programs. Working collaboratively with the Foster Youth Program Coordinator, the Counselor supports students from entry to completion using trauma-informed, equity-minded, and culturally responsive practices.

This position also contributes to coordination, outreach, and advocacy for foster youth and is expected to participate actively in departmental activities. Some evening hours may be required.

Duties and Responsibilities:
  1. Assist students with decision-making and exploration of educational, career, and personal goals;
  2. Develop and monitor individual educational plans that promote persistence and completion;
  3. Provide academic, career, and personal counseling to foster youth in individual and group settings;
  4. Collaborate with instructional faculty and campus partners to support holistic student success;
  5. Promote a counseling and mentoring philosophy that integrates wellness and empowerment;
  6. Participate in trainings, conferences, orientations, and outreach activities;
  7. Engage in professional development to maintain current knowledge of counseling techniques and foster youth support strategies;
  8. Conduct outreach to feeder high schools, child welfare agencies, and community organizations;
  9. Create an inclusive and positive environment that encourages student engagement, motivation, and achievement;
  10. Maintain professional ethics and confidentiality in all student interactions;
  11. Perform other related duties as assigned in support of Foster Youth programs.

Minimum Qualifications:

Masters degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work or career development, or the equivalent,

AND

EOPS Counselors hired after October 24, 1987, shall:

(1)Have completed a minimum of nine semester units of college course work predominately relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.

OR

(2)Have completed six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages

AND

In addition, an EOPS counselor hired after October 24, 1987, shall have two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.

Evidence of understanding of and responsiveness to the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, racial and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices within the classroom.

Applicants applying under the “Equivalent” provision must provide details that explain at time of application how their academic preparation is the equivalent of the degree listed above.

Desirable Qualifications
  1. Experience providing culturally responsive counseling to foster youth or other underrepresented populations;
  2. Knowledge of trauma-informed and resilience-based approaches to student support;
  3. Ability to build trusting, empowering relationships with current and former foster youth;
  4. Experience coordinating outreach, events, or workshops for special programs;
  5. Familiarity with NextUp, Guardian Scholars, AB12, Kin-GAP, and foster care policies;
  6. Proficiency with counseling technologies such as degree audits, case management tools, and student information systems;
  7. Demonstrated ability to work collaboratively toward equitable student outcomes.
