Job Description

The University Police Department (UPD) invites applications for Retired Police Officer I/II, University Police Services, Critical Labor Shortage, PERS RETIRED and NEVADA POST CERTIFIED POLICE OFFICER APPLICANTS ONLY R0145832.

ROLE of the POSITION

UPD is conducting a continuous recruitment for current and future openings for University Police Officer 2 - POST Certified. Positions may be assigned to any campus to include the College of Southern Nevada, Desert Research Institute, Nevada State College, and the University of Nevada, Las Vegas.

The University Police Officer 2 will work under general supervision, performing journey level law enforcement duties to include protecting university employees, students, and the general public; patrolling and safeguarding the university system properties and surrounding areas; conducting traffic investigations; conducting criminal and non-criminal investigations; preparing for security and law enforcement activities surrounding special events; preparing for appearances in court; performing maintenance on assigned equipment; performing special assignments related to law enforcement and peace officer functions; and maintaining law and order, among other duties.

PROFILE of the DEPARTMENT

The Nevada System of Higher Education (NSHE) was established in 1865 and currently comprises two doctoral-granting universities, a state college, four comprehensive community colleges and one environmental research institute. The public system of higher education in Nevada is governed by the Board of Regents serving over 100,000 students and 15,000 employees.

University Police Department, Southern Command, is a full service category I law enforcement agency that serves the University of Nevada, Las Vegas, the College of Southern Nevada, the Desert Research Institute and Nevada State College. The department consists of 163 employees and has responsibility for the public safety needs of 80,000 students, faculty and staff over an 800 square mile service area. Law enforcement operations consists of 80 full and part time sworn peace officers, a full service 9-1-1 Center, K-9 operations; emergency management operations with a fully functional EOC and oversight of major special events hosting more than a million visitors a year to various events.

We operate 24 hours a day, 365 days a year and are the providers and/or coordinators for all emergency services on campus. MINIMUM QUALIFICATIONS

  • Must be retired from the Public Employees' Retirement System of Nevada prior to the date of hire.
  • Must have a current/active Nevada POST Category 1 certification.
  • The Nevada POST certification of the peace officer in the other jurisdiction has not been revoked or suspended.
  • Not more than 60 months have lapsed since the peace officer was employed in the other jurisdiction.
  • Graduation from high school or equivalent education and one year of law enforcement experience; OR Associate of Arts degree or equivalent coursework in criminal justice, police science, psychology, or closely related field and six months of law enforcement experience; OR one year of experience as a University Police Officer I in Nevada State service.   • Pursuant to NRS 284.4066, positions in this series have been identified as affecting public safety. Persons offered employment in these positions must submit to a pre-employment screening for controlled substances.
  • A valid driver's license is required at the time of appointment and as a condition of continuing employment.
  • Applicants may be subjected to psychological testing which may include polygraph testing
  • Applicants must meet minimum standards for appointment as a peace officer as established in the Nevada Revised Statutes and Nevada Administrative Code.

KNOWLEDGE, SKILLS, AND ABILITIES

ENTRY LEVEL:

  • Working knowledge of: applicable federal regulations, State statutes and local laws and ordinances pertaining to law enforcement; criminal law to include court procedures, laws of arrest, rules of evidence, search and seizure, confiscation of stolen property, and the legal rights of citizens; investigative procedures and techniques; community policing methods used to provide assistance to students, faculty, staff and the public; appropriate use and care of equipment such as firearms, baton, handcuffs, radios, and patrol vehicles; proper grammar, punctuation and spelling necessary to complete required reports.
  • General knowledge of: investigation procedures and techniques.
  • Ability to: operate a personal computer; take appropriate enforcement action; conduct preliminary investigations and testify in court; administer first aid if required for emergency treatment of sick and injured persons; prepare required reports; assess potential problem situations and take appropriate action; understand and follow oral and written instructions or directions necessary to carry out assignments; think clearly and logically to effect acceptable results; analyze situations correctly act quickly and appropriately in emergencies; establish and maintain effective working relationships with others; prepare concise and accurate written reports; vividly describe people and scenes so that others can visualize them; speak with people of various cultural, social, economic, and educational backgrounds; mediate between contending parties and groups; maintain integrity and confidentiality; maintain P.O.S.T. certification requirements to include continuing education and firearms qualifications.
  • Skill in: use of firearms, equipment and operation of emergency motor vehicles; and all knowledge, skills and abilities required at the lower level.

FULL PERFORMANCE:

  • Working knowledge of: NSHE and departmental rules, regulations, policies, procedures, instructions and operating manuals pertaining to the proper execution of duties; activities and problems inherent in a campus environment; community policing methods used to provide assistance to students, staff and the public.
  • Ability to: operate computer equipment to compile statistics, identify crime trends and generate reports.

PERS CRITICAL DESIGNATION RETIREMENT INFORMATION

Effective October 21, 2022, PERS and NSHE have designated University Police Officer and Public Safety Dispatch positions as experiencing a critical labor shortage under NRS 286.523(2)(a) and (3), NRS 286.520, and NRS 286.525.

If hired, employees will need to contact PERS to verify qualifications for critical labor shortage status and to make sure there isn't an early age reduction. If the employee qualifies, a PERS eligible form must be filled out for that member. Employees can elect to re-enroll with PERS or NOT on that form. If they choose to re-enroll, PERS needs their enrollment form and survivor form uploaded as well.

This recruitment is limited to former classified, peace officer employees who have served at least three years of continuous full-time equivalent service in a permanent status in the classified service AND who are currently NEVADA PERS retired in the areas specified in this job advertisement.

SALARY

  • Police Officer I - Grade 36 Step 1, starting salary is $67,901.76. "Step" means the number assigned by the Division of Human Resource Management to identify a specific rate of pay within a grade.
  • Police Officer II - Grade 40 Step 1, starting salary is $80,763.84. "Step" means the number assigned by the Division of Human Resource Management to identify a specific rate of pay within a grade.
  • *Note: There will be consideration for experience, seniority, and Grade and Steps earned at the time of retirement.
