Position Summary

The Senior Director of Learning & Development provides strategic leadership for enterprise learning, leadership development, organizational capability building, and culture transformation across Dallas College. The role partners closely with the Chief Human Resources Officer (CHRO), HR-COEs, executive leadership, and key institutional stakeholders to design and implement innovative learning strategies that advance Dallas College's Vision 2030, strengthen workforce capability, and contribute to building a Best Place to Work culture.

This position leads to the modernization of the college's learning ecosystem by integrating digital learning platforms, artificial intelligence (AI), learning analytics, and scalable learning technologies to enhance employee capability, leadership effectiveness, and institutional agility.

Required Qualifications for Role (necessary or mandatory)
  • Deep knowledge of organizational development, adult learning theory, and leadership development frameworks in complex organizations.
  • Strong understanding of digital learning ecosystems, including Learning Management Systems (LMS), learning experience platforms (LXP), microlearning technologies, and enterprise learning tools.
  • Expertise in learning analytics, data-driven talent development, and evaluation frameworks (e.g., Kirkpatrick, ROI methodologies).
  • Knowledge of AI-enabled learning solutions, including generative AI tools, learning personalization, intelligent content development, and workflow learning integration.
  • Strong ability to translate strategic institutional goals into scalable learning architectures and capability-building initiatives.
  • Experience designing leadership development programs, coaching frameworks, and culture transformation initiatives.
  • Ability to build strong partnerships across HR, IT, Institutional Effectiveness, Operations, and Academic leadership.
  • Excellent facilitation, executive communication, and stakeholder influence skills.
  • Strong analytical and conceptual capabilities to interpret workforce data and translate insights into learning strategy and capability development priorities.
  • Ability to lead multiple large-scale initiatives while maintaining alignment with institutional goals.
  • Innovative problem-solving and the ability to integrate emerging technologies into learning solutions.
  • Commitment to continuous learning and staying current on global trends in leadership development, talent strategy, and workplace transformation.

The Senior Director oversees the design and implementation of enterprise learning strategies including:

  • Leadership development pathways including LEADERSHIP ACADEMY
  • Functional capability academies
  • Operational excellence and digital skills programs including WORKDAY ACADEMY
  • Culture and behavioral development initiatives
  • Coaching and organizational effectiveness interventions
  • Data-driven learning evaluation and analytics

The role ensures that learning initiatives are aligned with institutional priorities, workforce planning needs, and employee experience outcomes, EEX Survey and College Cultural transformation priorities, enabling Dallas College to attract, develop, and retain a high-performing workforce.

  • Required Dallas College Professional Development Hours per Academic Year. (MUST BE INCLUDED)
  • All employees are required to complete a minimum of 19 hours.
  • People leaders are required an additional 16 hours of leadership development.
  • Perform other duties not listed as assigned. (MUST BE INCLUDED)

The following duties are required for People Leader roles specifically:

  • Exercises full discretion and decision-making authority in the recruitment, selection, hiring, mentoring, coaching, development & termination of staff, ensuring alignment with organizational goals, budgetary constraints, and workforce planning strategies.
  • Drive high performance by administering the performance management process timely, setting clear expectations, conducting performance evaluations, and implementing initiatives that enhance employee engagement, motivation, and retention.
Physical Requirements

Normal physical job functions performed within a standard office environment. Reasonable accommodations may be made to individuals with physical challenges to perform the essential duties and responsibilities.

Required Qualifications for Role (necessary or mandatory)
  • Bachelor's degree in social sciences, education or related discipline or equivalent experience.
  • Five (5) years or more of specific Learning and Development experience within the context of talent management and human resources.
  • Excellent proficiency with technical tools including Microsoft Office or other related tools
  • Experience working with learning management systems and designing and implementing programs and systems.
  • Successful coaching, training and curriculum development, and consultative experience in working with employees and leadership.
