Job Description Summary
The Senior Director, Planning, Design and Construction provides executive-level leadership, strategic direction, and technical oversight for the planning, design, entitlement, construction, and delivery of major capital improvement projects at Prince George’s Community College (PGCC). This position ensures that all capital projects align with the College’s master plan, support academic and operational priorities, and comply with state and local regulations, COMAR requirements, and funding guidelines. The Senior Director serves as the College’s primary point of contact for major capital efforts, coordinating across internal divisions, external design and construction partners, and state agencies, while providing transparent and timely reporting to senior leadership and the Board of Trustees.
Minimum Qualifications
EDUCATION AND EXPERIENCE
- Bachelor’s degree (or higher) in architecture, engineering, construction management, real estate development, or a related field required.
- Minimum of 5 years of progressively responsible experience in capital project planning, design, and construction management discipline required.
- Four years of supervisory experience required
- Experience with real estate transactions, entitlement processes, and land use regulations.
- Experience managing design and/or engineering professionals
- Professional license (e.g., PE, RA, CCM, or PMP) desirable.
Essential Duties
Strategic Planning and Leadership
- Lead and manage the College’s capital improvement program from concept through occupancy, including planning, budgeting, entitlement, design, procurement, construction, and commissioning.
- Develop and maintain the Facilities Master Plan and ensure alignment with academic and operational goals.
- Advise senior leadership on capital project priorities, schedules, and funding strategies.
- Coordinate with the Maryland Higher Education Commission (MHEC), Department of General Services (DGS), and other state agencies regarding capital submissions and approvals.
Project Management and Delivery
- Oversee all phases of project execution, ensuring quality, schedule, budget, and compliance with applicable codes, COMAR regulations, and sustainability standards (e.g., LEED, energy efficiency).
- Manage design and construction contracts, including procurement, negotiation, and performance oversight.
- Direct external consultants, architects, engineers, and contractors to ensure deliverables meet institutional requirements.
- Identify and mitigate project risks, resolve conflicts, and provide executive-level decision-making throughout project lifecycles.
Real Estate and Entitlement
- Lead entitlement efforts including zoning, land use approvals, permitting, and environmental compliance for capital and real estate projects.
- Manage relationships with local jurisdictions, utilities, and regulatory agencies.
- Evaluate and negotiate property acquisition, easement, and lease agreements in coordination with College leadership and legal counsel.
Financial and Performance Management
- Develop and manage multi-year capital budgets and cash flow projections.
- Oversee cost estimating, value engineering, and change management processes.
- Monitor and report on financial performance, schedule progress, and project outcomes to senior leadership, governing boards, and state oversight agencies.
Communication and Reporting
- Provide regular briefings, dashboards, and reports to the President, Senior Management Team, and Board of Trustees.
- Communicate complex technical and financial information in clear, executive-level summaries.
- Represent the College at state capital budget hearings, community meetings, and professional forums.
- Supervise, lead, and evaluate assigned staff, ensuring effective performance, professional growth, and adherence to the college’s standards and expectations.
- Perform other duties as assigned.
Knowledge, Skills and Abilities
- Deep understanding of design and construction delivery methods (Design-Bid-Build, CMAR, Design-Build).
- Familiarity with Maryland capital funding and COMAR compliance requirements.
- Strong financial acumen with experience in multi-year budgeting and cash flow analysis.
- Excellent negotiation, presentation, and written communication skills.
- Strategic thinker capable of balancing technical precision with institutional mission.
- Proven knowledge in budget management, team leadership, and stakeholder coordination at the executive level.
- Ability to work irregular hours
- Strong interpersonal and intrapersonal skills, with the ability to work effectively with individuals at all organizational levels
- Ability to maintain accurate records and files
- Knowledge of assessing cost, schedule and performance of construction projects
- Demonstrated knowledge in managing large-scale institutional, higher education, or public sector capital programs.
