Position Overview:
The Senior Oracle HCM Functional Analyst - HR serves as a key subject matter expert and functional lead for Human Capital Management (HCM) processes within The College of New Jersey's Oracle Cloud environment. This role provides high-level functional support, system optimization, configuration management, and process improvements for Human Resources modules-including Core HR, Absence, Time & Labor, Benefits, Payroll interface, Talent Management, and Recruiting (ORC).
The position partners closely with HR leaders, Enterprise Applications, Payroll, and Finance to ensure system reliability, data integrity, regulatory compliance, and an excellent user experience. The Analyst plays a critical role in HR modernization initiatives and supports the College's strategic goal of building efficient, transparent, and technology-enabled HR operations.
Responsibilities:
- HCM Functional Support & Configuration
- Serve as the primary functional lead for Oracle HCM modules, with emphasis on Core HR, ORC, Absence, Time & Labor, and HR-related workflow administration.
- Lead system configuration, prototype development, testing, and production deployments in collaboration with Enterprise Applications.
- Develop, maintain, and optimize business process configurations, approval workflows, and role-based permissions.
- Monitor system performance and coordinate resolution of defects, integrations, and data discrepancies.
- HR Process Improvement & Operational Support
- Partner with HR leadership to evaluate current processes and implement technology based enhancements.
- Design and document standard operating procedures, functional specifications, system workflows, and user guides.
- Lead cross-functional working sessions to streamline HR business processes, improve accuracy, and reduce manual work.
- Support regulatory and compliance needs for Civil Service, FMLA/NJFLA, ACA, federal/state reporting, and labor contracts.
- Reporting, Data Integrity & Analytics
- Develop, maintain, and troubleshoot OTBI, BI Publisher, Dashboards, and ad hoc reports.
- Ensure data accuracy through audits, reconciliations, and data validation routines.
- Analyze trends and identify opportunities to enhance decision-making through actionable HR metrics.
- Project Leadership & Implementation
- Serve as a functional lead on new system implementations, module expansions, upgrades, and cross-departmental technology initiatives.
- Coordinate testing cycles, UAT, change management, and post-implementation support.
- Track project milestones and communicate progress to stakeholders at all levels.
- User Support, Training & Communication
- Provide guidance and consultation to HR staff, managers, and campus partners regarding Oracle system functionality and best practices.
- Develop and deliver training for new features, updates, and operational enhancements.
- Assist with communication plans for system updates, outages, policy changes, and process enhancements.
Qualifications:
Required:
- Bachelor's degree in Human Resources, Information Systems, Business Administration, or related field.
- Minimum 5+ years of experience supporting Oracle HCM Cloud as a functional analyst or HR technology specialist.
- Demonstrated expertise in at least two HCM modules (Core HR, Absence, Time & Labor, Benefits, ORC, or Talent).
- Strong understanding of HR operations, labor contracts, compliance requirements, and best practices in higher education or public sector environments.
- Advanced reporting skills using OTBI, BI Publisher, HCM Extracts, and spreadsheet tools.
- Proven ability to lead configuration, testing, troubleshooting, and production support.
- Strong analytical, communication, and collaborative skills.
Preferred:
- Experience working in higher education or a unionized public institution.
- Experience with integrations between HCM and Payroll/Finance systems.
- Knowledge of New Jersey Civil Service Commission processes or public-sector HR compliance.
- Oracle Cloud certification(s) in HCM modules.
- Experience supporting change management and HR transformation initiatives
