Our team of approximately 50 dedicated professionals is comprised of specialized portfolio sourcing managers, highly skilled data analysts, efficiency-driven business analysts, knowledgeable functional area administrators, and responsive support staff. Position Summary
This position is managed from the UC Office of the President, however; it can be filled at any one of UC's 10 campuses. As the office with the formal delegation of authority from the University, our procurement professionals have specific knowledge and skill-sets to ensure that the policies and regulations (local, state, UC, federal and private) are supported as we carry out our procurement obligations. UC Procurement Services is a central pool of procurement professionals assigned to support the broad academic, research and administrative units at each UC Campus. In addition, specific systems, analysts, and client service functions are being managed system-wide through this team with the implementation and administration of sourcing, contracting, spend analytics, benefits and eProcurement applications. Under general direction of the Director of Procurement Systems, this position is a leading role focusing on the areas of Source-to-Contract (S2C) technologies, cost savings application (Benefit Bank), and other procurement related technology as applicable. The Procurement Systems Manager (PSM) is responsible for defining, delivering, and continuously improving products that solve customer and business problems. This role sits at the intersection of business strategy, user needs, and technology execution. The PSM owns the product vision and roadmap, translates strategy into actionable requirements, and works cross-functionally to ensure successful delivery and adoption for the 10 UC campuses and UC Office of the President. Additionally, this position has responsibility for supporting the technology helpdesk operations from UC contacts including suppliers, Procurement resources, and campus clients. This position is expected to develop strong business relations with the key internal stakeholders from UC campuses and consulting partners at all levels in order to understand and analyze the requirements and provide advice and ongoing support. S2C Technology Scope (6 Platforms) The PSM owns the product vision and roadmap across the following technologies: 1. Spend Analytics & AI Enrichment 2. Category Management Technology 3. Sourcing Project Pipeline & Benefit / Intake & Orchestration Technology 4. eSourcing / RFx Technology 5. Supplier Relationship Management (SRM) Technology 6. Contract Lifecycle Management (CLM) These platforms collectively support the end-to-end S2C lifecycle, from intake and sourcing through contracting, supplier performance, and analytics.
Key Responsibilities
- 25% Product Strategy & Roadmap
- Define and maintain the integrated product roadmap across all six S2C technologies
- Ensure alignment with the SWP strategic initiatives, procurement strategy, and enterprise data priorities
- Identify capability technology gaps and inefficiencies for product innovation, and opportunities for automation and AI enablement
- Balance short-term delivery needs with long-term platform scalability
- 25% Delivery & Execution Leadership
- Support Program Leadership in program planning, roadmap alignment, and milestone readiness
- Oversee end-to-end implementations, prepare impact assessments for enhancements, integrations, and rollouts
- Translate business needs into clear product requirements, user stories, and acceptance criteria
- Partner closely with IT, technology providers, and system integrators
- Identify cross-technology impacts prior to release and coordinate readiness activities
- 20% Stakeholder & Change Management
- Serve as the primary liaison between Procurement, Legal, IT, Finance, and other stakeholders
- Gather and prioritize requirements from business stakeholders, internal and external users, and leadership
- Facilitate requirements workshops, design sessions, and decision forums
- Partner with change management and training resources to design end user trainings and drive adoption
- Communicate roadmap progress, risks, and outcomes to leadership
- Act as the voice of the customer, ensuring solutions are intuitive, valuable, and impactful
- Facilitate alignment across leadership, engineering, design, operations, and other technology partners
- 20% Data, AI & Continuous Improvement
- Champion AI, ML, and LLM capabilities across the S2C ecosystem
- Ensure responsible AI adoption aligned with enterprise data governance standards
- Define and monitor KPIs for produce performance and outcomes, adoption, efficiency, value realization, and user experience
- Drive continuous improvement based on usage data, analytics, and stakeholder feedback
- Monitor adoption, usage, and value realization post-launch

Experience
Required Qualifications
* Min 10 years of experience in product management, procurement systems, or technology delivery
* Strong understanding of Source-to-Contract or Source-to-Pay processes
* Experience working in Agile, hybrid, or enterprise delivery environments
* Proven ability to manage complex, cross-functional initiatives
Preferred Qualifications
* Min 1 year of experience with procurement platforms (e.g., Coupa, Ariba, Jaggaer, Oracle, GEP, etc.)
* Experience with spend analytics, CLM, sourcing, or SRM tools
* Familiarity with AI/ML applications in procurement and contract intelligence

* Advanced skills and methodologies associated with process and software design, modification and implementation.
* Demonstrated skills needed to develop process and system implementation plans.
* Demonstrated experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including traditional waterfall, Agile, Agile Scrum, UML, UML Enterprise, et cetera.
* Understanding and skill in complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.
* Demonstrated ability to work with others from diverse backgrounds.

SPECIAL CONDITIONS
This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA on Tuesdays and Wednesdays, subject to change. The person hired must reside in the State of California.
