Job Description
The Procurement Senior Technical Analyst will work closely with the Assistant Director of Procurement Business Operations in the administration of all electronic procurement systems and related processes. A significant responsibility of this position is to drive the enhancements and improvements of all procurement systems, integrations and related processes, ensuring that Notre Dame is deploying the most advanced and best technologies in support of campus procurement and travel.
This position will act as an expert and mentor others on the Procurement Business Operations team in order to elevate the knowledge and capabilities of the entire team. They will actively communicate with current and potential software suppliers and engage with campus to understand usability and business needs to ensure systems continue to meet the needs of the University. The Senior Technical Analyst will need to stay informed of current technologies and integrate with our campus IT strategy to ensure that systems remain relevant and support the needs of the campus community, while also improving efficiencies in the procurement process.
They will be active in the higher ed procurement and systems communities through networking and relationship building for benchmarking and other inputs to maximize the effectiveness of procurement systems. This role will also meet the operational needs of all systems and collaborate with the other members of the department to facilitate the Strategic Sourcing Methodology and support procurement transactions. This position will also be involved in creating and interpreting reports to support various projects. The Senior Technical Analyst will be a leader in executing the departmental strategies and plans related to market analysis, spend analysis, e-procurement catalogs, data management, ad-hoc reporting, and training and communications. Essential Duties and Responsibilities
Reporting and Data Analysis
- Collaborate with the Assistant Director of Procurement Business Operations to create and update reports as well as improve reporting capabilities.
- Analyze business needs, develop creative reporting solutions and provide campus constituents with the data they need.
- Update and maintain databases with relevant information for vendors and other details.
Team Leadership and Mentorship
- Mentor and lead others on the systems team to increase the overall knowledge of the team.
Strategic Sourcing and Market Insight
- Support the Strategic Sourcing Methodology and related projects through spend analysis, market insight (market trends, potential risks, etc.), price/cost analysis, e-procurement catalogs creation and management, reporting on key performance indicators, and reporting on supplier effectiveness.
- Add value by continuous improvement of the Strategic Sourcing Methodology process.
Training and Communications
- Coordinate, develop various forms of communications (website content, newsletters, emails, social media, vendor fair, etc.) as necessary.
- Create and update documentation, communication material, and other content for end user support and training.
- Conduct and support training classes on procurement systems, policies and procedures for the campus users as directed.
- Perform other duties as assigned.
Systems Administration and Operations
- Provide day-to-day administration and operational tasks to the procurement systems.
- Backup support to the Procurement Help Desk.
- In addition, assist the team during system upgrades and maintenance, catalog management, eprocurement setup including testing, troubleshooting and issue resolution.
- Some amount of work such as upgrade testing, monitoring systems and help desk support may be required after business hours or on weekends.
- Attend related meetings in OIT and Controller's Group as necessary or called upon.
Research and Continuous Improvement
- Work closely with the Assistant Director of Procurement Business Operations to research and investigate procurement systems and processes to drive system enhancements to provide best in class procurement services.
- Create and grow relationships with peers for support, ideas and feedback.
- Take part in events while highlighting the Universities progress and looking for ideas and new contacts.
- Lead team discussions, brainstorming and investigations into ways to improve systems, system integrations, reporting, data sources and other related processes.
Qualifications
- Education Qualifications: Bachelor's degree (4 years); Degree Qualifications: Business Administration, Computer Science
