LOCATION: Moravian University and/or Lancaster Theological Seminary
POSITION SUMMARY: Moravian University Police Sergeants are charged with overseeing all police and security officers of the Campus Police who are charged with the security of life, limb, property, and equipment within the institution, the enforcement of all institution rules and regulations, and the enforcement of laws of the Commonwealth of Pennsylvania and Federal Regulations. Sergeants are also charged with fulfilling and ensuring the officers they supervise are fulfilling the mission of the Moravian University Police Department, which is to promote a safe and well-ordered environment for students, faculty, staff, and other members of the community by extending care and assistance, overseeing the physical surroundings and, when necessary, enforcing laws and regulations, all carried out in a compassionate manner hallmarked by the values of Respect, Integrity, Service, and Excellence (RISE).
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Enforce the rules and regulations of Moravian University and laws of the Commonwealth of Pennsylvania and Federal Regulations.
- Provide armed patrol of the campus by vehicle, bicycle, and on foot.
- Investigate reports of criminal activity.
- Document any police interactions and prepare reports in the department’s record management system.
- Provide for the security of all campus buildings and property by assisting in the locking of buildings and reporting those circumstances that present any damage to university property, students or employees.
- Direct traffic and investigate motor vehicle accidents.
- Provide a variety of services including but not limited to: medical transports, motorist assists, money escorts, lock/unlock requests, response to fire safety device activations, and accident and criminal investigations.
- Conduct crime awareness programs along with Resident Advisors for the students.
- Check for and report all suspicious activity, equipment malfunction, and other irregularities.
- Provide security at special events.
- Supervise criminal investigations and assist as needed in all investigations.
- Remain third in the chain of command behind the Lieutenant and Chief.
- Monitor all officers’ activities.
- Review all officers’ reports for thoroughness and accuracy once submitted in the department’s record management system and follow up on reports returned to officers for corrections.
- Ensure that officers acknowledge all new directives and policies.
- When ordered by the Chief of Police or Lieutenant, conduct internal investigations into complaints filed against a member of the department.
- Participate in the Field Training Program for new officers.
- Participate in retraining officers when needed.
- Perform other duties as may be assigned by the Chief of Police or Lieutenant.
OVERALL SQUAD LEADERSHIP AND SUPERVISION
Sergeants within the Moravian University Police Department are first-line supervisors, responsible for overseeing, organizing, training, and leading the police and security personnel under their command. They are accountable for their officer’s job performance and on-duty activities and are responsible for completing administrative-related tasks, including scheduling and tracking their squad’s job performance. Generally, Sergeants are responsible for ensuring everyone on their squad is working towards accomplishing our mission, by promoting the growth, development, and well-being of their squad, assessing their strengths and weaknesses, and addressing any deficiencies or training needs.
More specifically, Sergeants are responsible for:
- ensuring their squad members complete all mandatory annual training, including but not limited to annual in-service training, legal updates, firearm qualifications, taser recertifications, etc…
- ensuring new non-sworn members of their squad are properly trained, including initial field training, obtaining Act 235 certifications, follow-up training in non-lethal force options, first-aid, etc...
- ensuring newly sworn members of their squad are properly trained, including initial field training, obtaining Act 120 certifications when applicable, and follow-up training in lethal and non-lethal force options, first-aid, etc...
- ensuring the days their squad is scheduled to work are adequately covered with at least one sworn officer on duty at all times. When there is an absence and coverage is needed for their squad, Sergeants are responsible for making telephonic contact with part-time or per-diem officers, or the Sergeant of the other squad, to check for availability of other MUPD officers.
- Sergeants are responsible for ensuring all members of their squad are completing their daily duties, including but not limited to the topics listed within our 2023 MUPD Daily Patrol Duties document.
QUALIFICATIONS:
- The candidate must have a minimum of an Associates Degree or 3 years prior experience as a police officer; campus police or as a community-based police experience preferred.
- Certification under PA Act 120 or equivalent, if from outside PA, with the ability to obtain comparative compliance as a police officer in PA, via the waiver process.
- Waiver process includes proof of certification of completion from an approved police academy (i.e., NJ PTC certified) and passing a written examination regarding PA laws.
- Certification under PA Act 235 or the ability to become certified by attending the one-week PA Act 235 training is required.
- Must maintain a valid or current PA operator’s license or operator’s license in the state in which they reside.
- Appreciation of the service and educational role of a university Campus Police Department.
- The position demands excellent organizational skills as well as superior interpersonal skills (verbal and written), and an ability and desire to work closely with all constituencies of the University including students, staff and faculty, in addition to the general public.
- Must be in excellent physical condition to respond to emergencies and handle criminal incidents in accordance with the rules of Campus Police.
- Must be able to work all shifts and overtime, provide occasional coverage for shifts and special events as necessary.
