Jhpiego is an international non-profit health organization affiliated with the Johns Hopkins University. Reporting to the Principal Technical Advisor, MERL, the Senior Technical Advisor for Monitoring Evaluation and Learning (MEL) is accountable for ensuring delivery of high-quality technical approaches that reflect current best practices. They will ensure technical approaches are aligned with and responsive to organizational, client and donor needs and requirements. They will identify and assess changes in needs, priorities, requirements, and operating conditions, ensuring technical approaches are aligned with and responsive to organizational, client and donor needs, and requirements.

The Senior Technical Advisor will work with the team to define and determine the requirements for work, establishing actionable plans that support the mobilization of solutions.

As a representative of Jhpiego, the Senior Technical Advisor-MEL will build and expand client networks, establishing strong working relationships with internal and external stakeholders to advance organizational objectives. They will foster new relationships internally and support the development of new external partnerships to achieve objectives and deepen the shared perspective on approaches through the demonstration of deep industry and organizational knowledge. The Senior Technical Advisor will build capacity, support knowledge sharing, and business development by supporting the development and implementation of selected work-plan activities and contribute to program learning. They will support countries in review of their own programmatic data to drive decision-making around programmatic and technical/clinical priorities.

Specific Duties & Responsibilities:

Technical Assistance & Quality Programming

  • Provides quality technical assistance and ensures quality MERL technical approaches are implemented in county programs by working closely with program staff to provide inputs into country workplans and reports and to review program data and results to inform decision-making and technical strategies
  • Ensures quality assurance for technical unit by contributing to the development of standards for technical interventions and routinely utilizing program data to identify program and country quality issues and trends and recommends strategies to resolve them
  • Drawing on experience and clinical knowledge, designs or adapts clinical/technical approaches based on team capacities, analysis of program data, stakeholder needs and changes in context or environment. For M&E this includes, M&E plan development, systems design, developing standard operating procedures and guidance, staffing/coaching support, adaptive management, data review and use, data quality assurance, reporting support and data compliance. For digital health, this includes setting up and managing DHIS2, supporting mobile data collection, GIS, dashboard development and maintenance, and other health information system needs.
  • Leads discussions with donors, partners and government stakeholders to ensure programming and technical approach is responsive to needs and priorities
  • Leads implementation of activities, contributes to the development of products and materials, and supports the integration and implementation of key technical interventions and activities into country programs
  • Leads the design and implementation of technical trainings within project settings and conducts activities to build capacity
  • Manages reporting processes for the project MEL team including conducting data quality checks, ensuring evidence libraries are up to date and maintained, and finalizing the reporting process

Global Strategy Development & Implementation

  • Contributes to the development of Jhpiego’s global technical strategies for technical area and identifies opportunities to apply, integrate or test new approaches in project settings.
  • Leads implementation of priorities identified in global technical strategy and workplan

New Program Development & Donor Relations

  • Serves as a member of design team activities including supporting new opportunities by writing and reviewing MERL/DH sections of proposals including drafting M&E sections, performance monitoring plans, data management plans and evaluations for bids with the new business development team
  • Provides technical input into new business development opportunities
  • Develops strong working relationships with partners and with proposal team to design technically sound and responsive programming

Organizational Representation

  • Supports Jhpiego’s reputation in technical area by participating in external advisory or working groups, representing Jhpiego in key global and regional technical meetings and committees, and participating in international conferences and meetings

Knowledge Management & Learning

  • Identifies important learning and opportunities to share technical knowledge across the organization
  • Captures important learning and leads the development of technical updates to ensure the most up to date knowledge, best practices and learning are widely shared and taken up and implemented into programs

Minimum Qualifications

  • Master's degree in Health Policy or a related field.
  • Seven years related experience in health systems.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Doctoral degree.
  • Strong proficiency or fluency in a second language (preferably French or Portuguese).
  • 10+ years in similar position.

Special Skills, Knowledge & Abilities:

  • In-depth knowledge of performance monitoring.
  • Experience in developing data analytics and effective data visualizations and disseminating project results.
  • Experience working closely with country teams to strengthen data quality.
  • Experience working closely with country teams to use data to improve programming.
  • Experience with adaptive management approaches.
  • Experience with reporting including reviewing and updating data SOPs, maintaining and checking evidence libraries, validating data.
  • Experience with new business development, including writing and reviewing proposals and contributing to technical design.
  • Experience with USG-funded maternal newborn child health and/ or nutrition projects and/or other donor funded projects.
  • Comprehensive understanding of current global health funding priorities and players.
  • Excellent interpersonal and cross-cultural skills including the ability to communicate technical content verbally, in writing and through dynamic presentations.
  • Experience working or living in low or middle income country.
