Job Description

Operate Heating Plant to provide steam for the campus and monitor the Energy Management System. Make changes to scheduled events and set points when required. Demonstrates the importance of customer satisfaction and represents the university in a professional manner. This position works in accordance with all regulations adapted by the State of Minnesota pertaining to Minnesota State Boiler and Pressure Vessel codes. This position answers emergency phone calls and calls maintenance personnel in for overtime when situations require.

PRINCIPLE RESPONSIBILITIES AND RESULTS

The specific tasks which are listed for the principal responsibilities are among those which are the most common or frequent. It is understood that other tasks are also required to be performed and that this position involves all tasks which are required or desirable to be done in connection with the performance of each responsibility; whether or not such tasks are specifically stated, described, or listed.

  1. Operate the steam generating plant to ensure that an adequate amount of steam is generated to meet the campus heating, cooling, and domestic hot water needs. Take and record all appropriate instrument readings. Monitor and inspect all auxiliary equipment. Make all necessary blow downs. Take fuel readings and report to Power Plant Chief Engineer. Priority: Essential Percent of Time: 50%

  2. The ability to work a 24/7 rotating shift. Current rotating shift schedule is a four section eight hour schedule consisting of Days (0800-1600), Afternoons (1600-0000) and Nights (0000-0800). Priority: Essential Percent of Time: 100%

  3. Test water softeners, feed water, boiler water; condensate and take appropriate corrective measures to ensure that water is kept in a continuous, non-corrosive condition. Test water. Treat boiler and feed water as necessary. Blow down boiler as required. Priority: Secondary Percent of Time: 5%

  4. Change boiler burners to either gas or oil depending on the utility company’s direction to ensure that the university attains the best utility rate possible. Start standby boiler. Install or remove oil burner gun. Adjust burner position. Restart boilers. Priority: Essential Percent of Time: 5%

  5. Lubricate, adjust, and keep clean all boilers, boiler room, and equipment to ensure that all boilers and equipment are clean, safe, and in excellent condition and that functional use is maximized. Oil and grease equipment per schedule. Keep boiler room equipment clean on a routine basis and painted in order to ensure maximum equipment life. Keep all floors swept and cleaned at all times. Make needed adjustments such as tighten packing, tighten belts, and secure any loose equipment guards, pulleys, etc. Clean or replace filters. Keep equipment clean and in safe operating condition at all times. Priority: Secondary Percent of Time: 10%

  6. Operate and monitor the campus wide Energy Management System to provide 24 hour monitoring of all campus HVAC functions. Monitor all utility plant functions for proper operations and reporting purposes. Respond to critical alarm reports as directed to ensure quick response to high priority areas of campus. Monitor alarms, give commands, and make adjustments to HVAC equipment throughout campus. Monitor fire alarm panels and respond to all alarms. Priority: Secondary Percent of Time: 20%

  7. Prepare boilers for inspections. Clean firesides. Clean watersides. Remove steam drum internals. Priority: Essential Percent of Time: 5%

  8. Customer Service. Provide service in a timely manner to all calls and follow-through on issues as they arise ensuring response and action. Build relationships and promote the university.

  9. Know, understand, and follow all safety precautions to ensure that accidents are kept to a minimum. Follow all safety precautions so as outlined by the Department of Environmental Health and Safety concerning hazardous material, MSDS sheets, and procedures pertaining to work tasks. Report all hazardous conditions, equipment malfunctions, and accidents to the Power Plant Chief Engineer in a timely manner depending on the impact and scope of the issue. Priority: Essential Percent of Time: 5%

Minimum Qualifications

Must have a minimum 2nd Class B State of Minnesota boiler license to be eligible to apply for the Provisional high pressure boiler operator’s license for St. Cloud State University. A provisional license requires the holder to pass the 1B exam within a maximum of 3 years from the date the provisional license was issued. Thorough knowledge of the principles and practices involved in the operation and maintenance of high pressure boilers, furnaces, mechanical systems and other equipment within the steam generation plant. An employee in this class is responsible for the operation, maintenance and repair of a high pressure steam boilers and plant on an assigned shift. Work involves responsibility for proper maintenance of steam plant. This position requires a cooperative working relationship with all other tradesmen, as well as faculty, staff, students and on occasion, the public. Most communication with these people is verbal. The employee shall follow all safety rules and regulations and take all necessary precautions to prevent injury and illness. Lifting, stair and ladder climbing are involved with tasks to be performed.

Preferred Qualification

Have the State of Minnesota 1B or higher operator’s license.
