Systems Analysis Unit Supervisor - Director of Data Services and Institutional Analytics

Job Summary

The Director of Data Services and Institutional Analytics provides leadership and oversight for the teams responsible for the full data lifecycle, including data infrastructure, governance, integration, and institutional reporting. This role ensures data quality, security, and compliance with institutional and regulatory standards while managing the delivery of robust analytical solutions. The Director collaborates broadly across campus units and stakeholders to support data accessibility and usability, aligning technical data services with the institution's strategic priorities to enable informed decision-making and continuous program improvement.

Job Duties

  • Provide strategic leadership and effective supervision to ensure the Data Services and Institutional Analytics teams are well-equipped, compliant, and aligned with institutional goals.
  • Effectively lead and manage technology projects that support institutional strategy by ensuring secure, compliant, and well-resourced implementation of systems, data integrations, and applications.
  • Deliver data-driven solutions and system enhancements that support institutional goals through strategic analysis, technical implementation, and policy-compliant practices
  • Advance data-informed decision-making and continuous improvement by leading institutional research strategies that ensure the integrity, accessibility, and strategic use of data in alignment with the college’s mission and compliance standards.
  • Serve as a liaison between IT, Academic and Student Affairs, AEI, and the Office of Strategy and Innovation, as well as other internal and external stakeholders, to ensure data initiatives support institutional goals, by communicating effectively with stakeholders to provide technical guidance and support.
  • Prepare and conduct presentations on data solutions and implementation plans.

Salary Range

The salary range for this position is $39.32 - $67.92 hourly.

Minimum Qualifications

Three (3) years' experience in the following:

  • managing and supervising teams and cross-functional groups;
  • experience with a thorough understanding and knowledge of quantitative analysis, statistics, database queries, and writing and presenting analytical reports;
  • related IT experience in one or more of the following areas, data architecture and engineering, cloud systems and infrastructure, database design and analysis, research and statistics, including at least two (2) years working on large scale cloud-based projects; (Bachelor's degree in computer science, information technology, or related field, can substitute 1-year experience, Master’s Degree can substitute 1.5 years’ experience)

Knowledge of valid quantitative and qualitative research methodologies, descriptive and inferential statistical techniques, statistical analysis software applications (e.g., SPSS, Stata, R), spreadsheets (e.g., MS Excel); presentation software (e.g., MS PowerPoint) and word processing (e.g., MS Word).

Proficient in Azure SQL, Azure Synapsis Experience, and Machine Learning Studio.

Knowledge and experience in information and data security best practices across the technology spectrum.

Preferred Qualification

Experience managing a portfolio of data and/or data-related projects and ensuring that project plans are created detailing deliverables and resource needs; ensuring that there is coordination among projects, compatibility with program infrastructure, maximum efficiency of resources, and project status communication with stakeholders; and ensuring that all project goals and objectives are delivered on­ time, on-budget and on-schedule.

Experience working in higher education, specifically with academic and student affairs, faculty, students, executive leadership, including working knowledge of institutional departments and their functions.

Knowledge and application of the assessment of student learning.

Five (5) years' related IT experience in data architecture and engineering, cloud systems and infrastructure, and database design and analysis including at least 2 years working on large scale cloud­based projects.

Five (5) years supervisory experience.

Advanced proficiency in developing cloud architecture, strategies, and designing and managing cloud and hybrid solutions that run in Microsoft Azure, including compute, network, storage, monitoring, and security.

Proficiency in at least one programing language C, C++, C#, Java, JavaScript, or Python.

Knowledge of relational databases and experience conducting complex queries using ISRS and Minnesota State's Replicated Database.

Knowledge and skill in understanding, interpreting and applying the procedures, laws, rules and regulations both in State and Federal government, the College and the Minnesota State system.

Understanding of collective bargaining agreements.
