Department Overview
UC Treasury manages over $130B in annual cash flows and serves as a systemwide partner in cash and liquidity management, banking services, and cash forecasting. While UC Treasury has been a part of UC's Office of the President for over 20 years, the team has recently witnessed an evolution in the group's purview and scope. The team's fundamental purpose was redesigned, shifting its focus from tactical processing to strategic partnerships throughout the UC system. The team continues to look forward as it embarks on advanced technology to improve and secure its systems, operations, and support to UC. UC Treasury is a key internal partner that further deepens our systemwide relationships.

Position Summary
UC Treasury's services reach 10 campuses, 6 medical centers, 3 national labs and research centers, as well as departments within Office of the President, the Investment Office, Capital Markets, and others. As a key member and support to the Treasury team, the Treasury Analyst 3 is well-versed in cash management and operational support, overseeing daily system-wide cash operations and creating meaningful, timely analyses on cash flow, forecasting, and banking topics. The TA3 contributes to overall vendor and internal client relationships, communicating thoughtfully and responding to the needs of clients such as Accounting, Investments, campuses / med centers, and external banking and finance-related vendors. This role supports process improvements, including technology implementations, and contributes insights toward enhanced efficiencies and best practices. The TA3 upholds policy and risk management procedures around cash and banking activities, and is highly responsible, organized, and able to manage time well through focused prioritization, as cash operations and reporting deliverables are time-sensitive.

Key Responsibilities

  • 30% Cash Management focus: Demonstrates expertise in Treasury banking and cash management best practices. Analyzes cash flows, liquidity, forecasting, bank fees, and risk to identify improvement opportunities, recommend solutions, and implement new policies. Actively contributes to system-wide cash management and shares best practices. Supports technology adoption and serves as a key partner in executing efficient Treasury processes. Ensures consistency and excellence in daily cash operations. Partners with Accounting to generate accurate and timely journal entries. Also partners with Treasury Compliance to ensure Regental assets are secure.
  • 20% Reporting focus: Contributes to essential reporting that serves operational teams in Treasury and Finance as well as senior leadership. This includes cash flow analysis, short-term forecasting that informs investment and capital planning decisions, bank fee analysis, and departmental dashboards. Identifies and applies practices to improve complex forecasting of cash positions, including implementation of new technology. Develops bank fee reporting for campuses and departmental leadership. Manages Treasury project dashboard to support management decisions.
  • 20% Data and Systems focus: Drives operational excellence, security, and transparency through oversight of Treasury's digital tools and data assets. Serves as product specialist for the Treasury Management System (TMS), supporting system updates and testing. Maintains documentation and audit trails for cash operations. Manages website content and updates. Leads data stewardship with a focus on clarity, accuracy, and risk mitigation. Contributes to treasury-related projects involving operations, data, and systems.
  • 15% Banking focus: Manages processes, systems, and databases used to analyze and oversee bank accounts and banking expenses. Works to ensure optimal pricing, as well as UC-wide understanding of expenses via outreach and partnership with campuses. With an emphasis always toward risk management and security, manages bank and vendor issues as needed to maintain accounts and controls that secure Regental assets. Develops and sustains strong banking relationships to ensure transparent, effective, and highly responsive support during issue resolution.
  • 15% Stakeholder and Relationship focus: Acts as liaison between internal clients and banks / vendor partners as related to cash operations. Examples of internal clients include Investments, Accounting, Capital Markets, and campus stakeholders. Works with bank and financial vendor relationships to ensure the most efficient, precise, and best-in-class services are provided to systemwide clients. Responds to the University's complex needs by matching solutions from appropriate financial vendors.

Experience
Required Qualifications
Min 5 years of experience in finance and / or related fields, including a minimum of 1 year of experience in treasury cash management utilizing a treasury management system.

Skills and Abilities
Required Qualifications
Thorough knowledge of cash management and banking policies, practices and systems.
Ability to independently gather, organize and perform financial analysis assignments.
Ability to present information in a clear and concise manner both in writing and verbally.
Proficiency in use of common desktop / web applications.
Experience in data analytics and presenting to stakeholders in a professional and actionable manner.
Team-player, willingness and ability to collaborate across different departments and stakeholders.

Education
Required Qualifications
Bachelor's degree in related area and / or equivalent experience / training

Travel Requirements
5% Occasional visits to campuses and conferences.

Special Conditions
This position is approved for a hybrid or remote work arrangement in the State of California, with the ability to be on-site as required at UC's Office of the President (UCOP) located in Oakland, CA. If hybrid, the person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired must reside in California.
