Work-Based Learning Program Manager
Job Summary
Oversee the development, facilitation, monitoring and evaluation of work-based learning programs including apprenticeship, pre-apprenticeship, industry-led training, and work-based learning programming, training, and opportunities. Collaborates with academic and workforce teams, and industry partners to expand engagement and establish innovative pathways for lifelong learning.
ESSENTIAL FUNCTIONS
- Support collaborative efforts between HCC and Department of Labor, Bureau of Apprenticeship and Training, unions, and trade associations to align educational programs with labor market needs and develop innovative pathways for work-based learning.
- Research, monitor, and analyze financial, technological and demographic factors to determine markets for work-based learning programs, and disseminate information
- Maintain contact with organizations, corporations, and non-profits to increase access to internships, apprenticeships, co-ops, and other work-based learning experiences.
- Develop and lead advisory councils, roundtables and forums to encourage collaboration, support curriculum relevance and expand student opportunities.
- Ensure that work-based learning program offerings meet all HCC policies and procedures and current and emerging industry skill requirements.
- Monitor training contracts, sponsorships, workforce training agreements, and maintain a database to provide a system-wide monthly statistical report on work-based learning program enrollment, business contracts, training agreements, partnerships and revenue.
- Monitor and evaluate the delivery of work-based learning program training and education ensuring uniformity, pricing, and quality of programs and services.
- Ensure all curriculum in each work-based learning program are equal to those of national standards.
- Manage all administrative issues for the budget-cycle, and payroll for part-time and full-time staff and faculty.
- Conduct and administer student registration, admission, and tuition.
- Perform other duties, tasks and assignments as required.
QUALIFICATIONS
Education & Experience
- Bachelors degree in education, business, or related field required
- Masters degree preferred
- 5 years related experience, including 2 years direct teaching apprenticeship programs required
- Certification/accreditation serving an apprenticeship required
- Experience working collaboratively with business/industry to align educational programs to workforce pipelines
Licensing & Certification
- Valid Texas Driver License

Working Conditions
General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.
