Primary Purpose of Organizational Unit: The role of the Environment, Health and Safety (EHS) department is primarily environment, health and safety functions at the University. In support of the University’s core mission, EHS will provide comprehensive environmental, health and safety services to the University community. This includes education through training and consultation, maintaining a safe environment through recognizing and controlling health and safety hazards, ensuring a process of regulatory compliance and minimizing future potential liabilities. By developing EHS programs and performing various periodic inspections we can provide a safe work place, ensure a process of compliance and minimize future potential liabilities. EHS is organized into eight (8) sections: Biological Safety, Environmental Affairs, Fire Safety & Emergency Response, Occupational & Environmental Hygiene, Chemical Safety, Radiation Safety, Workplace Safety and Business & Support.
Position Summary: The Workplace Safety Manager serves as the Manager for the Workplace Safety group, directing a workplace safety and health program as defined by Occupational Safety & Health Act (OSHA), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), NC Workers’ Compensation Act and North Carolina General Statutes for employee safety. The workplace safety and health programs managed include the Workers’ Compensation Program, OSHA Injury and Illness Recordkeeping and Reporting Requirements 29 CFR 1094, University Employee Occupational Health Clinic/Medical Surveillance program, Drug testing program for Commercial Driver’s License (CDL), Hazards Management Program, Clinical Safety, and the EHS Health &Safety Management Information System. This position will stay abreast of new initiatives within the field of workplace safety and share this knowledge with peers. This position shall maintain excellent working relationships with campus departments, including Facilities Services, Energy Services, Athletics and the Student Affairs. This position will have full program knowledge and the ability to independently review and respond to issues as they occur. Primary duties include: Leadership in the planning, organizing and managing and maintaining the Workers’ Compensation Program to ensure the program meets NC Workers’ Compensation Act, NCIC and HIPAA for all University employees. Oversees compliance with the OSHA Injury and Illness Recordkeeping and Reporting Requirements. Manages the services provided by the University Employee Occupational Health Clinic (UEOHC) for the Medical Surveillance Program of the University to ensure the program meets OSHA, JCAHO, and HIPAA regulatory requirements. Supervises the administration of the Commercial Driver’s License (CDL) Alcohol and substance Abuse Program required by the Federal Highway Administration for University employees holding a CDL license. Manages and maintains the Clinical Safety program for the University employees whose duties involve patient care (School of Medicine, School of Nursing, School of Dentistry, Campus Health Services and Medical Technicians) who are subject to the OSHA TB screening requirement. Manages and maintains the Hazards Management program for University employees working in the areas of Facilities Services, Dramatic Art shops, Dental school shops, Public Safety, Energy Services and Housekeeping. This position is a member of the EHS leadership team to assist in recommending, developing and implementing EHS programmatic changes which meet best practices, rules, regulations and institutional goals. Manages the development of the Health and Safety Management Information System (HASMIS) for the EHS department. This position is responsible for the management of Workplace Safety group employees and the EHS staff at University Employee Occupational Health Clinic (UEOHC).
Minimum Education and Experience Requirements: 4 year degree plus 2 years or Master’s degree with a preference for a related major in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or closely related science; or an equivalent combination of training and experience. Specific jobs will require additional minimum training and/or licensing upon selection.
Required Qualifications, Competencies, and Experience: Demonstrated ability to effectively communicate using written, oral and multimedia modalities. Demonstrated ability to translate complex EHS regulatory requirements to University leaders and help them leverage that information to make effective, strategic decisions. Demonstrated ability to clearly define and manage projects by applying and executing key principles of project and contract management taking into account regulatory compliance, emerging issues and resource limitations. Creates and manages all aspects of a project plan to meet scope, quality, resource and timing expectations and communicates the importance of projects to internal and external stakeholders.
Preferred Qualifications, Competencies, and Experience: BS/BA degree with 12 years’ experience in workplace safety and workers’ compensation and appropriate certifications or a Master’s Degree in Public Health, Occupational Safety & Health Environmental Science, Chemical hygiene or Natural Science or related field with 10 years’ experience and a certification in the field of occupational safety management.
