Assistant Director of Purchasing
Job Description
The Assistant Director of Procurement is responsible for managing end-to-end procurement processes at Austin Peay State University and reports to the Director of Procurement. This role supports the University's commitment to fiscal responsibility while maintaining ethical and transparent practices. Additionally, the Assistant Director will collaborate across departments to manage procurement processes, supplier relationships, and the University's Corporate Card program. This position contributes to policy development, procurement strategy, and evaluation efforts aimed at optimizing campus operations ensuring compliance with the laws of the State of Tennessee.
Procurement Management and Operations
- Facilitate daily procurement operations across various campus departments, ensuring the efficient purchase of goods and services.
- Supervise members of the procurement team, including hiring, training, and mentoring, to meet departmental and institutional goals.
- Facilitate the training and education of campus employees on procurement policy, procedures, and best practices.
- Provide assistance and coordination in the development and management of procurement software and internal controls.
Policy Development and Procedure Management
- Assist in the development, revision, and enforcement of procurement policies and procedures to ensure transparency, accountability, and compliance.
- Ensure all procurement activities follow established protocols to adhere to University, state, and federal regulations.
- Regularly review and update procurement guidelines to enhance University best practices.
Data Analysis and Technology Management
- Collect, analyze, and report on procurement data to identify trends, challenges, and areas for improvement
- Regularly provide key metrics, data analytics, and progress updates to support decision-making for internal stakeholders and senior leadership.
- Administer the eProcurement application to streamline purchasing processes
- Manage procurement technology initiatives including punchouts and electronic invoicing
Corporate Card Program
- Assist in the management of the Corporate Card Program, ensuring compliance with policies.
- Auditing card usage and enforcement of corrective actions for program violations.
- Assist the campus in the timely reconciliation of credit card transactions and documentation.
- Assist in the development and updates to Program policies and procedures.
- Support the department with any additional procurement-related tasks or projects as needed.
- Contribute to the development of departmental goals, strategic plans, and continuous improvement initiatives
Knowledge, Skills, and Abilities
- Knowledge of procurement principles, practices, and regulations, including state and federal purchasing laws.
- Proficient in using computer applications, including spreadsheets and databases or Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), to manage and maintain records, with written and verbal communication skills, and the ability to interact professionally with diverse stakeholders.
- Demonstrated ability to manage multiple, complex tasks and priorities in a dynamic and fast-paced environment.
- Strong analytical skills, with the ability to assess procurement data, identify trends, and make data-driven recommendations.
- Ability to effectively and accurately advise University employees on procurement policy end coordinate the user functions of complex computer applications.
- Supervise personnel and complete associated personnel actions in a timely and accurate manner
- Ability to promote a positive, efficient working environment.
- Basic knowledge of the accounting principles related to bookkeeping and encumbrances.
Minimum Qualifications
Bachelor's Degree and relevant experience; or four or more years of relevant experience in lieu of degree.
