Position Summary

Under the supervision of the Executive Director of Fiscal and Accounting, Budget Analyst 2 works on the college's post-award grants and contracts, related accounting, budget, and allocation process. This position works with the grants and contracts director, capital project director, and principal investigators (PIs) to ensure the college complies with required state and federal accounting and fiscal principles, requirements, and policies. The Budget Analyst is responsible for planning, implementing, and managing project improvement measures and efforts related to grants, contracts, and capital projects fiscal and accounting management. The analyst acts as the college's grants and contracts resource and subject matter expert to the department staff and management.

Essential Functions and Duties

  • Timely preparation of grants, contracts, and capital projects budget.
  • Coordinate and monitor budget accounts for grants, contracts, and capital projects as assigned.
  • Maintain detailed and accurate budget, financial and project records.
  • Review, monitor, and track grants, contracts, and capital budgets, financial plans, billings, and expenditures to ensure the college meets its state and federal fiscal and financial goals and obligations.
  • Assist in the daily, monthly, quarterly, and annual monitoring of the college's grants activities, including but not limited to account payables (purchase requisitions, invoice vouchers, credit cards), accounts receivable (billing appropriate and related agencies), and interdepartmental expense transfers.
  • Review, approve, and set up appropriate budget accounts and budget revisions related to grants, contracts, and capital projects, including proper and accurate budget coding, and input and maintain appropriate data in financial system.
  • Guide and work collaboratively with the director of grants and contracts, director of capital projects, and fiscal staff at the departments in developing, establishing, and managing post-award grants, contracts, and capital projects budgets.
  • Prepare grants, contracts, and capital projects status and analytical reports using Excel, Word, and/or database reporting tools, including budget and financial status reports to grants and contracts directors, PIs, and other stakeholders.
  • Upon request, provide conclusions and recommendations for corrective action and/or improvement of related college grants, contracts, and capital projects; proactively monitor the results and provide appropriately necessary follow-up communication to administrative and fiscal personnel.
  • Work closely with the finance and accounting office, other members of the budget office, and departments staff to reconcile account balances related to grants, contracts, and capital projects.
  • Analyze complex financial and statistical data and determine their significance; prepare comprehensive narrative statements supporting complex financial reports; ensure proper accounting techniques and controls are used.
  • Create and prepare budget and fiscal training and instructional material and manuals related to grants, contracts, capital projects, and other areas to train and support department staff fiscal readiness and management and conduct and perform training sessions as needed.
  • Develop and implement specific internal control mechanisms for grants and contracts and monitor, measure, and evaluate grants' and contracts' budget performance. Maintain and manage access to OBIS and OGMS.
  • Interpret budget directives and follow policies for carrying out directives.

Qualifications

Required Education & Experience: Bachelor's degree in Business, Public Administration, Accounting, Economics or Statistics and two (2) years professional experience in budgets, accounting, financial management, or program analysis or equivalent education/experience.

Knowledge Of: Microsoft Office applications such as SharePoint, Excel, Outlook, Teams, and Word; Generally Accepted Accounting Principles (GAAP); Office of Financial Management (OFM) regulations; State, federal, and individual grantor guidelines/regulations; Accounting theory/practice, fund accounting procedures, best practices in budgeting techniques; Operational practices applicable to higher education entities and state grants, funding, and accounting activities; ctcLink or similar Peoplesoft enterprise resource system; Budget allocation and/or accounting and/or payroll in a Washington State higher education institution.

Skill In: Accurately performing complex mathematical and statistical processes; Developing, analyzing, documenting, and monitoring budgets and appropriations; Time management, organization, and ability to meet competing deadlines/priorities; Entering and/or retrieving data accurately in computerized record keeping systems; Handling difficult and sensitive situations, using sound independent judgment within college & legal guidelines; Writing/editing/proofreading clear and concise materials resulting in effective oral and written communication with individuals inside and outside of the College; Establishing/maintaining effective working relationships at all organizational levels; Fostering a climate of equity and belonging through multicultural awareness and responsiveness; Ability to work with a diverse group of students, staff, and the public in a friendly, courteous and helpful manner.

Conditions of Employment

Physical Work Environment: The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). This position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus. Please note, there may be limited opportunities for online work depending on program or area needs. If authorized for online work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs. This position may require limited travel.

Terms Of Employment/Salary: This position is allocated to pay range 50 under the Washington State Office of Financial Management Higher Education Salary Schedule. Salary placement for new employees is determined by the College. This position works 40 hours per week, with a schedule dependent upon department needs. Hiring of this position is contingent on available funding as determined by the College President.
