Buyer
Job Summary
Reporting to the Purchasing Manager, the Buyer is responsible for coordinating activities involved with procuring and purchasing goods and services, such as raw materials, equipment, tools, parts, supplies, and advertising.
Primary Duties and Responsibilities
Essential Performance Requirements
• Develops procurement strategy with clients; analyzes requests and recommends revisions
• Reviews requisitions and confers with vendors to obtain product or service information, such as price, availability, and delivery schedule
• Selects products for purchase by testing, observing, or examining items and estimates values according to knowledge of market price
• Determines method of procurement such as direct purchase or bid, and prepares purchase orders or bid requests
• Analyzes bid proposals within budgetary limitations and scope of authority; makes competitive range determinations; leads negotiations and awards purchase orders
• Creates and maintains procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories
• Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action
• Approves invoices for payment
• Expedites delivery of goods to users
• Maintains purchase order database, logging in new purchase orders as necessary; administers the online office supplies program
• Oversees the travel program and procedures, and reconciles airfare and car rental direct billing
• Provides customer service related to purchasing procedures and accounting transactions; responds to client inquiries by checking records and files in automated system
Service Excellence
• Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
• Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
• Supports the mission, values, goals, and principles of the College
Supervision
• Works under the general supervision of the Purchasing Manager.

Required Minimum Qualifications
• Associate's degree or 60 college hours and three (3) years' working experience related to the Essential Performance Requirements; or any equivalent combination of education, training, certification, and work-related experience
Preferred Qualifications
• Current Certified Texas Purchaser (CTP) or Certified Public Procurement Buyer (CPPB)
Knowledge, Skills and Abilities
• Ability to work effectively in a collaborative environment
• Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
• Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations

Work Environment
The work environment characteristics described here are representatives of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
Compensation Details
Starting Pay - $50,500
Work Hours
Monday - Friday 8:00am - 5:00pm
