Essential Job Duties:
This position serves as the central fiscal authority for the College of Engineering's (COE) payroll and position management functions. Reporting to the Sr. Business Manager in the College Finance Office, you will be responsible for monitoring and processing monthly and biweekly salary redistributions across state, federal, foundation, and other funding sources; overseeing vacant positions and position control; and ensuring payroll transactions comply with university payroll calendars, fiscal year-end requirements, federal deadlines, and established policies. Additionally, you will partner closely with COE Research Administration and university offices to support accurate salary distribution processing, maintain data integrity, and provide guidance on complex funding and compliance requirements.
Key responsibilities fall into three primary areas:
Payroll & Salary Distribution Management:
- Monitor and process all monthly and biweekly salary redistributions for the College of Engineering, including temporary, graduate, and TA/RA appointments.
- Review and process complex salary distribution worksheets, analyzing the impact of reallocating salary dollars across multiple funding sources while ensuring accuracy and compliance with fiscal and federal deadlines.
- Process distribution changes related to legislative increases.
- Manage payroll workflow in alignment with university calendars and lockout dates.
- Oversee year-end processing, including back-to-base transactions, fiscal year cleanup, payroll suspense accounts, and leave payouts.
Position Control & Budget Oversight:
- Oversee vacant positions and position control to ensure appropriate budget structure supports all position actions and salary distributions.
- Partner with COE Research Administration to process release time and 90-day retroactive requests.
Compliance, Systems & Departmental Support:
- Apply broad knowledge of university finance and HR systems, policies, and funding sources (state, federal, F&A, receipts, trusts, contracts & grants, gifts, and foundations) to process transactions and advise departments.
- Ensure compliance with State spending guidelines, Uniform Guidance, Contracts & Grants, and foundation requirements.
- Develop and maintain SOPs and Desk Manuals.
- Provide training, proactive guidance, and maintain collaborative relationships with COE units and central university offices.

Minimum Experience/Education:
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Required Qualifications:
- Highly skilled in office productivity software, specifically in developing complex spreadsheets to model financial data and analyze the impact of funding reallocations.
- Experienced in using integrated Human Resources and Financial management systems (ERP) or similar enterprise databases.
- Demonstrated ability to prioritize tasks effectively, work independently, and manage high-volume workflows within strict operational deadlines.
- Exceptional attention to detail and a commitment to data integrity, particularly in roles where errors have significant financial or compliance implications.
- Ability to interpret complex policies and procedures and translate them into clear, actionable guidance for stakeholders.
- Proven capability to maintain productivity and collaborate effectively in a flexible or hybrid work environment.
Preferred Qualifications:
Higher education experience in finance and/or budgeting and/or HR
