College-Wide Coordinator for Counseling and Disability Services / Deputy Title IX Coordinator

Job Summary

Responsible for College-wide coordination and support of services related to counseling and the provision of reasonable accommodations for qualified students with documented disabilities.

Support all Counselors in their efforts to enhance student retention and success.

Responsible for communication with campus stakeholders, including faculty and staff, in assuring compliance with the Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973, and other federal and state laws and regulations pertaining to persons with disabilities.

Works closely with Lead Counselors and ADA Counselors on each campus.

Provides consultation and leadership in areas of facilities access review, emergency evacuation and safety; mental health and wellness; has responsibility for contributing to District-wide efforts to address compliance with the Federal and State guidelines/statutes and Houston Community College System Policy for Students with Disabilities.

Serves as the Deputy Title IX Coordinator collaborating with the Title IX Coordinator to ensure institutional compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act (“Title IX”), the Violence Against Women Act Reauthorization of 2013 (“VAWA”), the Campus Sexual Violence Elimination Act (“Campus SaVE”), and other related federal and state laws.

Essential Functions

  • Lead the review, creation, implementation and enhancement of services, programs, training, policies and procedures to support students with disabilities or in need of supportive services due to sexual harassment, sexual assault, dating violence, and stalking to support student success and retention and ensure federal compliance.
  • Assists the Title IX Coordinator by providing subject-matter expertise on requirements of and compliance with Title IX, VAWA, Campus SaVE, and related federal state laws.
  • Serve as the primary resource related to campus student accessibility and Title IX issues and works collaboratively with the Title IX Coordinator to identify, facilitate, and implement appropriate student support services due to disabilities, sexual harassment, sexual assault, dating violence, and stalking.
  • Inform faculty regarding student academic accommodations, compliance with legal responsibilities, as well as instructional, programmatic and curriculum modifications.
  • Inform faculty of their rights and responsibilities to ensure equal educational access.
  • Prepare long- and short- range plans and budgets.
  • Monitor and report performance related to goals, and manage office budget.
  • Serve as a member of the ADA Council and District-wide Counseling Workgroup, and as the liaison between district leadership and the ADA Council and Counselors.
  • Operate with an extensive knowledge of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act, HIPPA, FERPA, Title IX, VAWA, Campus SaVE, and federal laws and state licensure boards.
  • Conduct crisis/triage assessments and referrals for mental health crisis.
  • Assist in overseeing the selection, training, professional development, and evaluation of all counseling staff.
  • Coordinate with the P-16 Director on the policies and procedures for providing “reasonable accommodations” and counseling interventions for Dual Credit and Early College.
  • Provide campus and district-wide awareness regarding rights and responsibilities of students with disabilities or in need of supportive services due to sexual harassment, sexual assault, dating violence, and stalking, and the available program resources.
  • Provide campus and district-wide leadership to support collaborative working relationships between Counseling and Disability Support Services and other departments within Student and Academic Services.
  • Facilitate partnership between our community partners by coordinating connections/participation in events.
  • Ensure Counseling Department compliance and coordination of services in regards to DAAPP, BITAT/Maxient, Title IX, VAWA, Campus SaVE, and related federal and state laws.
  • Possess a working knowledge of the overall legal rights and responsibilities of students with disabilities, including the Office of Civil Rights grievance procedures.
  • Provide accessibility awareness training (regarding rights and responsibilities of students with disabilities or in need of supportive services due to sexual harassment, sexual assault, dating violence, and stalking, and the available program resources) for College constituencies such as faculty, staff and administrators.
  • Collaborate with students, families, faculty, staff, mental/medical health providers, and social workers.
  • Coordinate with Records Management for compliance according to federal and state law, HCC policies and procedures and corresponding state licensure boards.

Qualifications

Education & Experience

  • Masters degree required with a concentration in Counseling, Education, Social Work, Psychology, Human Services, Rehabilitative Counseling, Marriage and Family Therapy
  • 5 years management experience; preferably in a higher education counseling setting or counseling adult populations; 2 of these years should be working with individuals with disabilities, administering and creating programs to accommodate individuals with disabilities and Title IX related supportive services, and 3 years of mental health counseling; preferably in a higher education counseling setting

Licensing & Certification

  • Valid Texas Driver License
  • Independently licensed in the State of Texas - i.e. Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Psychologist) required
  • Certified Rehabilitation Counselor (CRC) credentials a plus

Working Conditions

General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner. Must access, input and retrieve information from technology devices; communicate with others to accomplish job requirements. May be required to work after hours to include weekends and holidays.
